Negative incentive mechanism for civil servants is the sum of the ways in which civil servants' salary,reputation,promotion and demotion are managed by civil servants' management organizations by means of assessment,criticism,warning,punishment,punishment and dismissal.Negative incentive mechanism of civil servants makes up for the failure of positive incentive in the process of civil servants' management,and plays a corrective,educational and warning role in civil servants' bad behavior,so as to stimulate the creativity of civil servants' work by pressure effect.At present,China's civil servants are awakening to crisis awareness,enriching negative incentive measures,perfecting negative incentive system and perfecting laws and regulations related to negative incentive.However,there are still some problems,such as ambiguity of negative incentive subject,weak ability of negative incentive object,single use of negative incentive methods and incomplete content of negative incentive.These problems are mainly caused by the fall of the concept of negative incentive mechanism for civil servants.Later,the lack of responsibility of government departments,the weak sense of responsibility of civil servants,and the imperfect supporting system of negative incentive mechanism are the reasons.Therefore,we must further improve the theory of negative incentive,strengthen government responsibility,Cultivate Civil servants,and constantly update and improve the relevant system of civil servants' negative incentive mechanism.On the basis of constructing the basic theoretical framework of the negative incentive mechanism for civil servants,including the subject,object,method and content of the negative incentive mechanism,the author analyses the existing problems and causes of the negative incentive mechanism for civil servants in China,and puts forward some countermeasures to improve the negative incentive mechanism for civil servants in China on the basis of drawing lessons from the beneficial practices of some foreign countries.The author completes the thesis in four chapters: The introduction mainly introduces the background and significance of the negative incentive mechanism for civil servants in China,summarizes and combs the research status and achievements of domestic and foreign scholars on the negative incentive mechanism for civil servants,introduces the research methods and contents,innovations and difficulties.The first chapter defines the concept of civil servant negative incentive mechanism,analyses the four elements of civil servant negative incentive mechanism,and elaborates the theoretical basis of civil servant negative incentive mechanism.The second chapter introduces the current situation of the negative incentive mechanism of civil servants in China.According to the four elements of the negative incentive mechanism of civil servants,it analyses the problems existing in the negative incentive mechanism of civil servants in China,and deeply analyses the reasons behind the problems.Chapter three analyses the negative incentive mechanism of civil servants in several typical foreign countries,summarizes its characteristics and draws lessons and Enlightenments for the improvement of the negative incentive mechanism of civil servants in China.Chapter IV,based on the analysis of the reasons for the negative incentive mechanism of civil servants in China,puts forward the countermeasures to improve the negative incentive mechanism of civil servants in China.
