Research On The Ownership Of Civil Air Defense Parking Spaces

With the development of the real estate market,the number of commercial housing units,the population density,the number of private cars and the demand for parking space resources is increasing,the number of existing parking spaces is no longer meet residents' parking needs.Since the current legislation does not make clear provision to the ownership of civilian parking spaces,the disputes on the interests of civilian parking spaces between developers,property companies and owners are increasingly appearing,and it triggers related group incidents and litigation disputes.However the settlement of these disputes needs to clarify the ownership of civilian parking spaces.The article is divided into four parts.The first part includes the concept of civilian parking space,the features of civilian parking space and the practical significance of the ownership of civilian parking space.The second part is the analysis on the status of the disposition of the civilian parking space,it includes the analysis from typical local regulations and registration status,and analysis from relevant typical cases.This part mainly explains the urgent need to solve the problem of the ownership of the civilian parking spaces.It also shows that the status quo of civilian parking spaces is mainly for developers to sell.The solution to the problem of the ownership of the civilian parking spaces should be based on the social status quo and the needs of social development,based on the effective use of civilian parking spaces for parking in peacetime and air defense in wartime.The third part elaborates and analyzes the main three theoretical viewpoints of civilian parking spaces.This three theoretical viewpoints are the doctrines about state ownership,owner ownership and developer ownership.The fourth part analyzes the due status of the ownership of the civilian parking spaces from multiple fields.This article mainly uses literature research,case analysis,comparative analysis and other research methods to study the ownership of the civilian parking space and explains my own views.However,due to limited space,there are many problems needing further study and progress.
