China is a traditional agricultural country,solving the "three rural issues" is the top priority of the work of the whole party.The development of agriculture depends on policy and science,and our party pays attention to promoting rural development through the policy of benefiting farmers.The historical status of agricultural powers,the painful lessons of the "left-handedness" of agriculture,and the reality that rural areas have become the breakthrough point of reform and opening up have further promoted the introduction,development and evolution of the "three rural" policy in the new era.The correctness of the "three rural" policy is relating to whether the issue of "agriculture,rural areas and farmers" can be effectively resolved,and it is relating to the stability of our party's ruling foundation and the realization of the goal of a socialist modernization and power.The Party Central Committee issued a series of"three rural" policies in response to the "three rural issues" in different periods.Use policies to guide rural development,with a view to solving problems and enabling all people to share the fruits of reform and development.Since the reform and opening up,the party's "three rural" policy has been concentrated in the Central Committee of the Communist Party of China.Since 1978,the Party Central Committee has issued 21 documents concerning the No.l Agricultural Center in two major time periods.The No.1 Document of the Central Committee is a proper synonym for the Party Central Committee to pay attention to the development of "agriculture,rural areas and farmers",including many "three rural" policies.In the new era of reform and opening up,it has always focused on the realization of agricultural modernization,the promotion of rural areas to continue to increase income,and the realization of the three centers of rural revitalization.The Communist Party of China adheres to the problem orientation and introduces different policies according to the main contradictions of the "three rural" issues in different periods.In different historical stages,facing to different problems,the focus of policy has also changed.In general,the development and evolution of the "three rural”policy is consistent with the reform and opening up and the process of socialist modernization with Chinese characteristics.Firstly,the policy evolution is based on realistic contradictions,with obvious problem awareness and orientation.Secondly,it adhered to the unity of inheritance and development.Finally,it served the overall development goals of China and had a strong sense of service.Driven by the "three rural" policy,the development of agricultural and rural has made remarkable achievements.Agricultural modernization has continued to develop,farmers have increased their incomes,and rural areas have gradually moved toward revitalization.At this stage,in the goal of building a well-off society in an all-round way,the Party Central Committee has put forward higher requirements for the development of“agriculture,rural areas and farmers".However,the "three rural issues" are complicated,and the major contradictions in the rural areas are unevenly developed and inadequate.These policies still have shortcomings in the formulation and implementation.How to make policy development more close to realizing problems and resolving outstanding contradictions;how to ensure the implementation of policies and how to implement them;how to gradually move toward the rule of law are urgent problems to be solved.Therefore,in the 40 years of reform and opening up,we have explored the evolution of the party's "three rural" policy,summed up the law of policy development,learned lessons from policy implementation,and constantly improved the new path of "three rural" policy development to ensure the "three rural" policy.Effectiveness,benefiting the country and benefiting the people are of great significance.In the new era,it is necessary to implement the rural revitalization strategy as the overall focus and realize the priority development of agriculture and rural areas.Through the "three rural" policy to strengthen the foundation,fill the shortcomings,promote good policy and flowers,to ensure better and faster rural revitalization.
