Research On The Prevention And Treatment Of Occupational Diseases In County-level Cities

In recent years,with the occurrence of occupational diseases such as "poisonous apple","thoracotomy and lung test","Yunnan Shuifu weird disease" and so on,the whole society has paid great attention to occupational diseases.The situation of occupational disease prevention and control in county-level cities is particularly severe because of the large number of small and micro enterprises,private units and family workshops,the low quality of workers,the inadequate ability of government supervision and the weak awareness of the legal system of the whole people.Therefore,this paper chooses the county-level city as the angle to study the occupational disease prevention and control,and carries out the inherent logical relationship of the particularity of the occupational disease prevention and control caused by the coulty-level city's own characteristics.Taking Yizheng City as an example,this paper analyzed the status quo and existing problems of occupational disease prevention and control in enterprises,workers,government departments and society by analyzing the data and typical cases of occupational health in Yizheng City from 2010 to 2018,and combining with the occupational health cases of other counties and cities in China.For example,the source protection of enterprises does not work,the lack of protection in the labor process,the lack of after-the-event rescue and protection,frequent violations of laws and regulations;labor contracts are not signed,personal protective equipment is not worn,few people defend their rights according to law,weak awareness of self-protection;governnent departments' occupational health supervision is not in place;and social supervision is seriously absent.Through the research,we finally find out the counteraieasures:first,enterprises fully implement the main responsibility of occupational disease prevention and control through attaching importance to protection,assigning responsibilities and informing according to law;second,workers earnestly exercise the rights and obligations of occupational disease protection through accepting general law,professional training and social assistance;third,the government improves the diagnosis mechanism of occupational disease by cracking down on non-violations,centralized remediation of key prominent problems.Fourth,the society should give f&11 play to the role of supervision and promotion.Through the research of this paper,we can not only find and solve the most difficult,most important and most needed improvement of occupational disease prevention and control,but also provide reference for grassroots occupational disease prevention and control work,and truly realize the fundamental purpose of public management to promote economic and social development.
