In 2015,the National People's Congress Committee voted to pass the "National Medal of the People's Republic of China and the National Honorary Law".The purpose of the honorary legislation is to use honorary recognition to praise,inspire,and infect people,thereby promoting the national spirit and the spirit of the times,and inspiring The sense of justice,honour and enthusiasm of the public.The honor recognition system has value-oriented functions,educational demonstration functions,enhanced driving functions and fair functions,and has important individual and social values.As a primary and secondary school teacher concerned about the healthy growth of adolescents,due to the nature of their own work,they especially need the attention,respect and encouragement from the industry,society and the country.Therefore,it is especially important to establish and improve the teacher honor recognition system in the field of basic education..This paper takes the honor and commendation system of primary and middle school teachers as the research object,and on the basis of analyzing its basic concepts,historical development,current situation and the study of foreign excellent experience,discusses the optimization path of perfecting the honor and commendation system of Chinese primary and secondary school teachers.The content of the article is arranged as follows.First,from the perspective of the definition of the honor recognition system and the working characteristics of primary and secondary school teachers,the concept,basic characteristics and types of the honor and commendation system for primary and secondary school teachers are expounded.Second,the study demonstrates the development history,current situation,existing problems and institutional roots of the honor and commendation system for primary and secondary school teachers in China.Thirdly,through the introduction of the experience of the teacher honor and commendation system in the United Kingdom,the United States and the Republic of Singapore,the enlightenment of building the honor and commendation system for primary and secondary school teachers in China is summarized.Finally,it proposes to improve the path choice of the honor and commendation system for Chinese primary and secondary school teachers.The research findings in this paper mainly have the following three points.First,the system of honorary recognition for primary and secondary school teachers in China still has problems such as strong administrative color,vague evaluation standards,rigid review process and lack of follow-up incentives.Second,the path dependence of the traditional system,the imperfect evaluation index system,the lack of citizen participation system and the impact of the performance appraisal mechanism are the institutional roots of the above problems.Third,the improvement of the honorable and commendable system for Chinese primary and secondary school teachers needs to be built from the honorary recognition system for primary and secondary school teachers led by the national title,the sound evaluation mechanism,the improvement of the honorary recognition publicity system and operational mechanism,and the development of a follow-up management mechanism.Starting from various aspects,we actively explored the effective path for the development of the honorable and commendable system for primary and secondary school teachers.
