In September 2014, the ministry of education issued the guidance of teachers' participation in volunteer service activities. After that, volunteer teachers received extensive attention of the society. However, at present, the development of primary and secondary teachers in volunteer service activities is not comprehensive and lasting. There are many problem about it. There is no one of regulations and policies on Primary and secondary school teachers' participation in volunteer service activities. There are still lack of cognition about volunteer service among parents, student and teachers. Therefore, firstly, the writer will make an introduction about the research status of domestic and overseas volunteer participating willingness and its influencing factors. Secondly, through the research, the writer found some problems in teachers participating volunteering service. Third, with the problem has been detected, the writer will take 9516 teachers in Shanghai as the subjects and make a comprehensive introduction on the volunteer service at development of primary and secondary school teachers' participation in volunteer service in Shanghai. Through the correlation and logistics regression analysis, we will find demographic characteristic, volunteer service behavior characteristic, motivation and guarantee are the important factors. The results from the logistics regression analyzing are demographic characteristic will make influence on after-school volunteer service, volunteer service behavior characteristic will affect the intramural volunteer service and spiritual motivation or material guarantee will make some influences on after-school volunteer service. At last, the writer put forward some policy suggestions based on the conclusion, which is aimed at making a wider range of propaganda on volunteer sprit, helping teachers deal with the identity ambiguity, promoting the intramural and after-school volunteer service activities so that alleviating the problem of unfair distribution of education resources in China.
