As a means of economic diplomacy,Official Development Assistance has a place in Japan's foreign policy.Japan's ODA began with the “war compensation” after World War II.Japan's economic strength continued to grow after the war,making Japan grow from a recipient country to a global power of ODA.There are three types of assistance provided by Japan: one is Government lending,the other is Unpaid financial assistance,and the third is Unpaid technical assistance.The most important of the three is the Government lending.After entering the 21 st century,with India's economic strength rising,India's strategic position in South Asia and even the world reached a new height.In order to obtain India's resources and open up a vast Indian market,Japan increased its assistance to India.Since 2004,India has replaced China as the largest recipient of Japan's ODA.As the main means of economic diplomacy,in addition to obtaining certain economic benefits,Japan has added a strong political attribute to ODA,making it an important tool for realizing the status of a political power.In view of India's adherence to the important geographical position of the two oceans,Japan hopes to ensure the safety of its energy channel by assisting India.In addition,Japan hopes to intervene in South Asia through the good relations with India and realize the vision of a political power.In addition,the strengthening of the relationship between Japan and India is also conducive to promoting the implementation of the US-led "Indo-Pacific strategy" to cope with the threat of China's rise.
