The Practice And Enlightenment Of The Dual-track Mechanism On The Syrian Issue

The Syrian issue broke out in March 2011,from the initial peaceful protests to the fierce civil war,various forces inside and outside the region intervened in succession.Secondary problems which derived from the Syrian issue,such as the breeding and spread of terrorism,the refugee crisis and the great power game,have a significant and far-reaching impact not only on the region,but also on the whole world.Throughout the course of solving the Syrian issue,it is not difficult to find that the dual-track mechanism of the Geneva peace talks and the Astana dialogue has played an irreplaceable key role.In this paper,the essence of the dual-track mechanism is that the two mechanisms coexist and promote the solution of the Syrian problem.Taking the high complexity of Syrian issue as the starting point,this paper analyses the internal factors of Syria and the historical relations between the major countries inside and outside the region with Syria,reviews the Geneva peace talks,the Astana Dialogue and the emergence and development of the dual-track mechanism,and analyses that the reasons for the emergence and operation of the dual-track mechanism are that the United States and Russia seek compromise,the countries in the Middle East seek a balance of interests and the European countries adjust their policy towards Syria.By comparing the three stages that no effective track,single track and dual track coexist,this paper analyses the positive and constructive role of the dual-track mechanism in inclusiveness,promoting speed-up of the political process and achieving mitigation of war.Based on the analysis of the theoretical framework and operational essence of the dual-track mechanism,this paper also makes a preliminary discussion on the reasons and possible application prospects of the dual-track mechanism for solving other hot issues in the Middle East.
