This dissertation is to analyze the direction of building peace regime the Korean Peninsula, based on the international political theory of peace regime. Although the cold war came to an end long time ago. the Korean Peninsula still faces division; therefore, the most important task today is to realize peace and possibly the reunification on the Peninsula and to transfer the cease-fire mechanism over the past 50 years to peace regime. Under these circumstances, especially when the North Korea nuclear issue has not been resolved, this study is established to analyze the solutions of establishing a peace mechanism for the Korean Peninsula, using various analysis topics, including Six-Party Talks, multinational security cooperation, China's role and South Korea's task ahead and so on forth.The peace regime of the Korean Peninsula cannot be established by South and North Koreas, the two parties directly involved. It is because of the geopolitical complexity surrounding the Peninsula and fragility of the present peace reigning on the Korean Peninsula, provided by such complexity. Overall conflicts and interactions over the years among four super powers around the Korean Peninsula, i.e. the U.S., Japan, China and Russia, have brought about the following key factors affecting the regional stability. First, the U.S. and China could potentially confront each other in macroscopic terms. The U.S. believes that China will become the only power to challenge its hegemonic capabilities in the future. China, in the mean time, is aware of the fact that the U.S. holds the regional hegemony in Northeast Asia. Second, China and Japan keep each other in check in microscopic terms, and do not wish to see either of them become a big power. Third, the future uncertainties on the Korean Peninsula issues have long-term impact on the security of Northeast Asia. Fourth, nuclear development of North Korea will escalate tensions in and out of the Korean Peninsula.In order to build up peace regime for the Korean Peninsula in this century, all parties involved should reestablish new multilateral structures. In the cold war era, North Korea, Soviet Union and China formed alliance against South Korea, the U.S. and Japan. Since the cold war came to an end, however, such alliance has taken new shapes: four-party relationship among South Korea, North Korea, the U.S. and China, sometimes three-party relationship among the two Koreas and the U.S. and more recently, multilateral security cooperation, Six-Party Talks. However, the fact is that none of all these structure maps have achieved the construction of peace regime for the Korean Peninsula. For the Korean Peninsula, due to its strategic importance, historical complexity and fragility of regional security, it is necessary to build up the peacemechanism of multilateral security cooperation.Presently, the biggest obstacle to build up the peace regime on the Korean Peninsula is the North Korea nuclear issue. North Korea has decided to develop its nuclear program to strengthen its national security and to become a strong military power. In the late 80s and the early 90s in the past century, with sharp changes in domestic and overseas situation, North Korea saw the necessity and imminence to develop nuclear program. As it believes that the U.S. does not wish to co-exist with it, North Korea is seemingly preparing for the collapse of its system and power shift. The goal of the U.S. policy toward nuclear North Korea is to achieve non-proliferation in Northeast Asia and around the globe by encouraging the North to be nuclear-free. To this end, the U.S. with its superior power intends to utilize all means possible, both militarily and economically. Since the public declaration of possession of nuclear weapons, the North Korean nuclear issue has entered into a crisis stage.Facing the worsening of the North Korean nuclear issue, South Korea needs to join the global alliance, although it has no choice but to rely on the alliance with the U.S. for now due to the difficulties to deal with the threats from the North...
