Southeast Asia enjoys predominant location and good momentum of development. As the trend of integration continues to strengthen, the influence of Southeast Asian Countries is constantly increasing around Asia and the world. In the postwar era,Japan has provided foreign assistance to Southeast Asian countries through war reparations and in other forms.Since the establishment of the second Abe government, the policy continuity has been strong, and the foreign assistance to Southeast Asian countries shows new characteristics.By combing the second Abe administration's foreign aid policy and content to Southeast Asian countries, this thesis points out its new changes and characteristics, and analyzes the reasons for such changes. In order to gain geographical advantages,to block China,to actively participate in UN-centered activities and promote "free and open Indo-Pacific Strategy",Japan actively provide more targeted foreign assistance to Southeast Asia, especially the Mekong region countries, under the international situation of Japan's economic downturn, economic development in Southeast Asia,China's rise and the rise of American isolationism. The assistance of the second Abe administration has greatly benefited Japan in economic, political and security terms, but the effectiveness has not been very satisfactory due to factors such as the strategic choices of Southeast Asian countries.Meanwhile,China has actively promoted the construction of "One Belt,One Road" and invested large amounts of money in assistance to Southeast Asian countries.China should also draw on the experience and ideas of the Abe government's foreign assistance in focusing on people's livelihood and emphasizing environmental protection.
