Research On Xi Jinping's Important Exposition On System Governance

The term "governing the Party by system" first appeared in the literature of the Communist Party of China.It was formally put forward by General Secretary Xi Jinping at the Summary Conference of the Party's Mass Line Education Practice held on October 8,2014.Governing the country must first govern the Party,and governing the Party must be strict.Strengthening the system construction and promoting the system governing the Party are important guarantees for realizing the modernization of the State governing system and governing ability.Since entering the new era of socialism with Chinese characteristics,the Party Central Committee,with Comrade Xi Jinping as its core,has persisted in governing the Party by system and by rules,continuously deepened the reform of the Party's system,continuously tightened the cage of the system,and achieved great achievements in governing the Party.A thorough study of Xi Jinping's important exposition on governing the Party by system and a clear understanding of how to give full play to the greatest advantages of governing the Party by system in the new era are of great theoretical significance for the overall promotion of the development from strictly governing the Party to deeply governing it.This paper adheres to the basic principle of the unity of historical and realistic logic,adheres to the historical context and problem-oriented as the starting point,adheres to the combination of theory and practice,explores the background of Xi Jinping's important exposition on the rule of system,combs the theoretical origin of the rule of system,and the main content and implementation of the spirit of the rule of system.The full text consists of an introduction and four chapters.The introduction part describes the significance and background of the topic,domestic and foreign,current research situation,key and difficult points,innovations and inadequacies.The first chapter focuses on the important exposition of the system of governing the party,and combs the situation of the world,the country and the party as the background of the times.Chapter two briefly describes the theoretical origin of the system governing the Party.This paper expounds the explorations of classical Marxist writers and the leaders of the Communist Party of China in governing the Party by system.Chapter three systematically analyses the main contents of Xi Jinping's important expositions on "system cage theory","comprehensive and strict management of the Party must follow the rules","adhere to the rule of law and the system of the Party,the rule of the Party as a whole" and "one deployment,nine implementation".Chapter IV is based on the premise of perfecting the system of laws and regulations within the Party,improving the execution of the system,grasping the "key minorities" as the key part of the three subsections,and further exploring and analyzing the practical path of further implementing the important exposition of the system of governing the Party.
