Exploration And Experience Of The Communist Party Of China Governing The Party In Accordance With Regulations Since The Reform And Opening Up

To govern the country,we must first govern the Party,and we must be strict and strict in accordance with the law.To some extent,the "law" is the inner-party laws and regulations system,which requires the Communist Party of China to "govern the Party according to regulations".Governing the Party according to regulations is to govern the party according to the concept of the rule of law.It is the internal requirement for the Communist Party of China to improve the scientific level of the Party building in the new era.On the basis of inheriting and carrying forward the Marxist thought of discipline construction,the Communist Party of China has put governing the Party according to regulations in an important position since its birth.In different historical periods,due to the differences in historical environment and historical mission,governing the Party according to regulations has presented different historical characteristics and gradually moved forward.Before the reform and opening up,governing the Communist Party of China mainly governed the Party by the Party Constitution,discipline and policies,but the party’s theoretical and practical exploration of governing the Party according to regulations was not systematic.After the reform and opening up,the Communist Party of China attached great importance to institutional building,and gradually blazed a road of governing the Party in accordance with Chinese characteristics based on the summary of historical experience.This topic examines the practice and exploration process of the Communist Party of China in governing the Party according to regulations since the reform and opening up,and then scientifically summarizes the basic experience of the Communist Party of China in governing the Party according to regulations since the reform and opening up,and provides a useful reference for promoting the Party according to regulations in the new era.This paper is divided into six chapters:Chapter 1 outlines the basic theory of the CPC governing the Party according to regulations.According to the existing research results in the academic circle,the basic theory of the CPC governing the Party according to regulations is discussed mainly from four aspects.First,this part explains the scientific connotation of "governing the Party according to regulations",sorts out the three core issues,namely "governing what","what to rely on for governance" and "how to govern",then clarifies the elements of governing the Party according to regulations.Second,this part explains the significance of governing the Party according to regulations,and sort out "why to govern" from three aspects:maintaining the Party’s advanced nature and purity,comprehensively advancing the rule of law,and inheriting the successful experience of the CPC’s hundred years of struggle.Third,this part explores the theoretical origin of governing the party according to the rules.Fourth,this part explains the practical basis of governing the Party according to regulations since the reform and opening up.From Chapter 2 to chapter 5,this part mainly focuses on the history of the CPC governing the Party according to regulations in the four periods since the reform and opening up.By systematically sorting out the restoration,reconstruction and formulation of the Party’s various inner-Party regulations and systems in the four periods of 1978-1989,1989-2002,2002-2012,and 2012 to 2022,as well as the implementation of inner-Party laws and regulations and the construction of the operation guarantee mechanism,this part summarizes the background,practical exploration and remarkable achievements of governing the Party according to regulations in each period.Chapter 6 summarizes and refines the basic experience of the CPC in governing the Party according to regulations since the reform and opening up.This part mainly gives further in-depth thinking on the evolution of the CPC governing the Party according to regulations over the past 40 years of reform and opening up.On the basis of the thinking,this part strives to summarize experience through rational analysis,and reveal the general laws and basic experience of the CPCs strict governance of the Party system.
