Problems And Countermeasures In The Governance Of Public Opinion On The Internet By The Public Security Organs In City

In recent years,with the development of the Internet and the popularity of smart phones,network public opinion as a new battlefield of public opinion has attracted much attention.On February 28,2019,the Internet Information Center(CNNIC)issued the 43 rd Statistical Report on the Development of Internet in China.As of December 2018,the scale of Internet users in China was 829 million,with 56.53 million new Internet users added throughout the year.The penetration rate of Internet reached 59.6%,which was 3.8 percentage points higher than that at the end of 2017.The network brings more convenience for people to express their opinions and appeals,at the same time,it also brings a series of problems.Internet self-media,Wechat public number,Weibo Big V,etc.,publishing titles of party,confusing,explosive content,very easy to present viral transmission,bring many adverse effects.How public security organs adapt to the development of the Internet era,timely discovery and control of network public opinion,and governance of network public opinion,has become an important issue that needs to be solved urgently.In the report of the 19 th National Congress,General Secretary Xi Jinping clearly put forward the new requirement of "building a pattern of social governance of co-construction,co-governance and sharing".It points out the direction for the innovation of the social governance mechanism and the improvement of the system in the new era.There are many departments of network public opinion management,such as propaganda department,network information office,national security and other departments.All departments need to strengthen cooperation and work together.As an administrative department of the government,the public security organs play an important role in social governance.The disorderly dissemination of network public opinion has destroyed the stability and harmony of society and intensified the contradictions among the people.Therefore,it is urgent for the public security organs to control the network public opinion.Taking Z city as an example,this paper studies the problems and Countermeasures of public security organs' network public opinion governance.Firstly,it elaborates the definition of relevant concepts and theoretical basis of network public opinion.Secondly,it analyses the current situation of public opinion governance in Z city,and points out the problems existing in the current situation of public opinion governance in Z city by analyzing the cases of public opinion in Z city.These problems mainly include: backward ideological understanding,unclear functional boundaries,unobstructed guiding mechanism and so on.Based on the analysis of the reasons for the problems existing in the management of public opinion in Z city,this paper puts forward some countermeasures and suggestions for improving the management of public opinion in Z city,monitoring of public opinion in network,legal guarantee of public opinion in network,and constructing the real-name system in network.
