In the context of the disintegration of the Soviet Union and the weakening of the Russian Federation,the Chechen Republic has a high nationalist sentiment.The separatist momentum in the Chechen Republic and the Caucasus has intensified.The Chechen Republic has a huge risk of being able to be independent at any time.However,the top officials of the Russian federal government were busy with political power struggles at the outset,and they were incapable of taking care of the Chechen issue.The Chechen problem has become more and more fierce at this time,but when it finally faces the fundamental interests of the country,the Russian federal government has to decide to launch a war to solve this problem.However,in the first Chechen war,the federal government army failed,and as a result,the Chechen Republic was actually in an independent state.In 1999,Putin,as the successor of Yeltsin,decided to launch the second Chechen war.Under his leadership,the war was a great success,and the separatist forces in Chechnya were basically eliminated,avoiding Chechnya's independence from Russia.However,the victory of the war is not the result of once and for all.The remaining diehards in the Chechen Republic turned into armed terrorists,continued to resist,cast a shadow over the whole of Russia,and the society was extremely unstable.In the face of this situation,President Putin has taken a resolute blow and never negotiated with terrorists.The ultimate anti-terrorism cause has achieved gratifying results.On the one hand,the federal government adopts a "blood transfusion" policy to provide financial assistance;on the other hand,it adopts a "hematopoietic" policy to help Chechnya develop its social economy and improve people's living standards.The localization policy of “taking cars by car” in politics has also achieved remarkable results.It has been about 19 years since the second Chechen war.It can be said that Chechen's post-war governance has achieved extraordinary success.Today's Grozny's image to the world has no visible shadow of war.At the same time,however,we should also see a series of problems such as high unemployment rate,high crime rate in Chechnya,the average living standard of the people is still lower than the Russianaverage and national hatred still exists.In the future,further exploration of the governance and development of the Chechen Republic,and ultimately the resolution of the Chechen issue is still a big problem for the whole of Russia.
