Research On The Construction And Practice Of The Anti-terrorism System During Putin's Administration

After the end of the Cold War,the number of terrorist activities and extremist activities in the newly independent Russia.For a long period of time,Russia’s internal order was chaotic.In this context,Russia has become one of the most embarrassing countries in the world.Its terrorist incidents are frequent and the number is increasing year by year.The 2004 Beslan hostage event marks the peak of terrorist activities in Russia.Putin initiated the reform of the Russian counterterrorism system.During this period,the reform of the counterterrorism system promoted by the Putin government consisted of two parts: one was to establish a double-layer counterterrorism legal system for pre-warning and post-defense,and the other was to build the organization system.The president is the highest decision-maker.This counterterrorism system has well controlled the high incidence of terrorist crimes in Russia.It can be seen that the anti-terrorism system that the Putin government has promoted in recent years is effective.However,we should also see the defects in Russia’s counterterrorism system.Russia is an important neighbor of China.The turmoil or stability of Russia’s domestic situation is closely related to China’s security situation.Affected by the drastic changes in Eastern Europe and the disintegration of the Soviet Union,the separatist forces of the ethnic minorities in China,especially Xinjiang and Tibet.This article takes the specific content of Russia’s counterterrorism system construction as the research focus,and takes Russia’s specific counterterrorism practice as a research sample,sums up the achievements and existing problems of its anti-terrorism system,and enriches China’s international counterterrorism theory.
