Research On Difficulty Of Civil Enforcement In Ethnic District Courts

In recent years,in order to achieve the goal of “basic settlement of implementation difficulties”,courts at all levels have taken unprecedented enforcement efforts.Both the implementation model reform and the implementation of the legislative system have undergone a qualitative leap.Significant improvement,the "basic solution to the implementation of the difficult" situation is basically formed.However,the ethnic district courts,in addition to the common problems faced by courts at all levels across the country,also reflect their own complexity.That is to say:the current routine cracking and implementation of the difficult countermeasures in the ethnic areas appear serious "acclimatism."In view of this,the author conducted a survey and analysis of the civil execution cases between the G County People's Court from 2014 to September 2018,and collected,sorted and analyzed the data,combined with some problems existing in the civil execution process of the G County People's Court.It analyzes the causes of the civil execution of the courts in ethnic areas,and proposes corresponding countermeasures to improve and improve the implementation of the courts in ethnic areas.In addition to the introduction and conclusion,the article is divided into four parts to elaborate:In the first part,the author adopts the form of opening the door and directly proposes the background of the final situation of the “basic solution to the implementation difficulties” of the courts at all levels in the country.However,the countermeasures for the conventional cracking and implementation are severely“unacceptable” in the ethnic areas.So that the reader can clearly understand the starting point of the writing of this article and the problems that it is expected to solve.The second part is based on the overall situation of the civil execution cases handled by the G County People's Court from 2014 to September 2018.The data is analyzed through the data to analyze the general situation and characteristics of the civil execution cases of the G County People's Court.During the period from 2014 to September 2018,the number of new civil execution cases in the G County Courtincreased year by year,and the types of cases were mainly concentrated on loan contract cases.At the same time,the automatic performance of the G County Court showed a downward trend,and the termination of this implementation procedure was over.High,the actual implementation rate is low,and the proportion of illegal cases of ethnic minorities is significant.Through the preparation of this part,the analysis of the third part below can be made more convincing,and in the fourth part,a more scientific and reasonable solution can be proposed.The third part is to analyze the reasons for the civil execution of the courts in ethnic areas in the context of the implementation of the G County Court.The author is still in the initial stage from the diversified minority cultural environment in the ethnic minority areas,and the quality of the partial execution of the police in the ethnic minority courts is not high.These three can best reflect the complexity of the ethnic regions,so that they can expect The most essential reason for the difficulty in civil execution of the courts in ethnic areas.The fourth part is based on the second part of the data,combined with the third part to analyze the reasons for the difficult implementation of ethnic areas,and further proposes countermeasures to solve the problem of civil execution in the courts of ethnic areas.It mainly includes promoting the integration and complementarity of multiculturalism,standardizing the economic market environment and optimizing the comprehensive ability of executive police in ethnic areas.
