Research On The Construction Of Smart Prisons In Jilin Province

Smart prison refers to the development goals of intelligent prevention and control,fine management,scientific decision-making and knowledge-based correction.It emphasizes the overall perception and cooperative linkage of the prison,emphasizes the implementation of smart correction under the guidance of the people-oriented concept,establishes a correction knowledge base,and truly realizes the function and value of prison supervision and correction of criminals.Smart prison construction refers to the in-depth integration of information technologies such as Internet of Things,cloud computing and mobile Internet with regulatory reform based on big data.Smart prison will conduct real-time,accurate and comprehensive perception,integration and analysis of all kinds of prison information,and comprehensively support the intelligent development of police law enforcement,risk management and control,regulatory reform,team building,and comprehensive security.Smart prison is a brand-new stage in the development of prison informatization.Through the construction of smart prison,we will strive to promote the refinement of prison management,the three-dimensional command and dispatching,the accuracy of safety prevention and control,the intelligence of penalty execution,the scientificization of education and correction,and the paperless comprehensive office.China's Ministry of Justice proposed the establishment of smart prisons in 2017 and carried out the acceptance of smart prison demonstration units in some prisons across the country in 2019.Jilin Provincial Prison Administration attaches great importance to the development of prison informatization and takes the lead in developing an evaluation model for abnormal changes in criminals' behaviors,which has been applied in practice.Five prisons under the Jilin Provincial Prison Administration won the title of Smart Prison Demonstration Unit in the acceptance of Smart Prison Demonstration Unit of the Ministry of Justice in 2019.Even so,there are still some problems in the construction and practical application of Jilin Province Smart Prison,which deserve attention.This paper summarizes the construction of smart prisons under the jurisdiction of Jilin Provincial Prison Administration from four aspects: the infrastructure of smart prisons in Jilin Province,the intelligent application platform based on the Internet of Things,the unified management platform and business system,and the construction of big data.Through investigation,it is believed that the contradiction between the traditional supervision mode and the smart prison,the diversity of applications and the corresponding diversity of databases,the lack of professional talents,the short board of technology caused by insufficient investment,and the inefficiency of big data analysis in smart prisons are the main factors restricting the construction of smart prisons in Jilin Province.Finally,combined with the theory of public management,this paper puts forward countermeasures and suggestions to optimize the big data platform and improve the construction level of smart prisons from the three levels of the state,society and prisons.
