Research On The Problems And Countermeasures Of The System Operation Of The Management Committee Of The Development Zone

The Management Committee system is an important form in the management system of the Development Zone.Since its appearance,it has greatly promoted the project construction and economic development of the Development Zone by virtue of its advantages of simplicity,efficiency and flexibility.However,with the changes in the economic situation and the adjustment of state policies,the system of the administrative committee of the Development Zone has also exposed many problems in the actual operation process.Moreover,these problems are not only problems at the level of the mechanism,but also problems at the level of the system That is to say,some of the problems in the actual operation of the Management Committee system of the Development Zone are caused by the defects of the Management Committee system.For example,the problems of the management committee system in the process of operation,such as prevarication,inefficiency and lack of authority,are caused by the unclear division of Management Authority of the Management Committee and the unreasonable establishment of the relationship between leaders and subordinates.The existence of these problems not only weakens the advantages of the administrative committee system,but also reduces the efficiency of the utilization of public resources and the management of social public affairs in the Development Zone.Therefore,it is very necessary to see through the problems existing in the operation of the management committee system,optimize the management committee system of the Development Zone,and realize the benign operation of the management committee system.In this paper,the Management Committee of the Shibei Economic Development Zone in a city is taken as the research object,and the relevant theories of public management are combined with the literature method and empirical research method to study the problems in the running process of the Management Committee System To examine the defects of the management committee system itself,and then put forward countermeasures and suggestions to optimize the management committee system and realize the benign operation of the management committee system.The main body of the paper is divided into four parts.The first part introduces the three core concepts of development zone,management system and management committee system of Development Zone,summarizes the new public management theory and public governance theory.The second part introduces the general situationand operation advantages and disadvantages of the administrative committee system of Shibei Economic Development Zone in a city.This paper expounds the functional orientation of the North Economic Development Zone of a city,expounds the present system of the administrative committee of the North Economic Development Zone of a city,and analyzes on the advantages and disadvantages of the present system operation.The third part analyzes the problems in the operation of the administrative committee system of the Shibei Economic Development Zone in a city,and analyzes the causes according to the specific problems,mainly the lack of legal protection of the status of the administrative subject and the unclear division of the administrative authority,lack of systematicness in institution setting.The fourth part tries to put forward the corresponding countermeasures according to the reasons of the above-mentioned problems.It is mainly to speed up the legal construction of the development zone,clarify the main position of the management committee,clearly define the management authority,realize the equal rights and responsibilities,straighten out the organization setup,improve the management efficiency,and strengthen the supervision of the implementation of the responsibilities of the management committee.It is hoped that the research in this paper can provide useful reference for optimizing the system operation of the Management Committee and effective governance of the Development Zone.
