Research On The Governance Of Drug Crimes By Local Governments

The problem of drug crime has now become a global scourge that afflicts almost every country and region in the world.In the 1980 s,when China was carrying out reform and opening up,the international drug tide came in.Since then,the drug crime problem has spread rapidly across the Chinese mainland.In the mid-1990-s,drugs crime started L city in shandong province breeding and rapid development,while the L city local government in the process of drug crime made arduous efforts,and obtained a certain result,but in every time after the anti-drug campaign brief victory,drug crimes problem still present emerge in endlessly and intensified.Therefore,to explore an effective way for the local government of L city to control drug crimes,and to organize and carry out drug crime control work in a targeted way has become an urgent issue for the local government of L city.On the basis of studying some domestic and foreign literatures and combining with the actual work in recent years,the author studies the drug crime control work of the local government in L city from five parts:The first part is the introduction,which mainly introduces the background and significance of the topic,selects literature research method,empirical analysis method and comparative research method as the research method,and public governance and crime prevention theory as the basis,and sorts out and evaluates the previous theoretical research results and main viewpoints.The innovation of this paper lies in the implementation of the latest theoretical research results of the fourth plenary session of the 19 th central committee of the CPC,the intersection of public management and criminology two disciplines,combined with L city "logistics capital" regional characteristics of drug crime governance research.The second part is the definition and explanation of "drug","drug crime" and other related terms.The third part mainly expounds the current situation of drug crimes in L city and the organizational structure and working mechanism of the local government in L city in drug crime control.Due to occupational reasons,the author can contact with drug control related work in L city for a long time,and can use real and accurate data to sort out the actual situation of drug crime management in L city.In the fourth part,the author puts forward a series of problems commonly existing in the current drug crime governance process of local governments in L city,such as unclearresponsibilities of the governance subjects,insufficient crime fighting efforts,lack of personnel control and control,and insufficient control of precursor chemicals.This paper mainly analyzes the main causes of the problems in the process of drug crime control,including the lack of ideological understanding,the imperfect working mechanism,the increasing difficulty of fighting,the weak professional team of drug control,the imperfect law and so on.The fifth part takes L city as an example to systematically study the drug crime control countermeasures of local government.Based on the theory of the early stage of the experts and scholars research results and detailed analysis of the related data,extensively absorb and draw lessons from countries around the ancient and modern,Chinese and foreign drug crimes management experience and lessons,from increasing ideological understanding,strengthen the propaganda and education,perfecting the legislative mechanism and team construction,save,drug addicts in drug control item control and other aspects to obtain,targeted drug crime countermeasures are put forward.With the method of combining theory and practice,this paper studies L city with obvious regional characteristics,in order to further expand the research on drug crime governance by local government,and then provide some reference for enriching the theory of drug crime governance and drug crime governance countermeasures in China.
