| Public security organs are the specialized organs of public security administration and criminal justice of the people ’s democratic dictatorship in China.The tasks of the people ’s police are to maintain national security,maintain social order,protect the personal safety and personal freedom of citizens,and protect citizens ’ legal property.Protect public property,prevent,suppress and punish illegal and criminal activities,and ensure the smooth progress of reform and opening up and socialist modernization.Police technical police,as an important part of the public security team,has special political attributes,job needs and professional characteristics.The current incentive measures of the public security organs in J City fail to fully reflect the special requirements of police technical positions,plus police technology.It is difficult to quantify the content of the work objectively,and the narrow space for promotion and development makes it difficult for the current police incentives to play an effective incentive role,which seriously affects the enthusiasm and initiative of professional and technical personnel,and affects the stability of police technical police teams.In the long run Look,it will definitely hinder the overall level and combat effectiveness of the public security team.Therefore,it is urgent to motivate the police technical police to keep pace with the times,in order to give play to the core combat power of professional technology,improve the professional quality of the team,and lay a solid foundation for the long-term development of the public security cause.The author used the public management theory knowledge acquired in the study of public management courses,with reference to relevant databases such as CNKI,and used research methods such as survey research and comparative analysis to summarize the experience of motivating professional and technical personnel in different organizations in different countries.Aiming at the problems of the current police incentive mechanism of the public security organs in J City,try to analyze the reasons,and propose targeted incentive measures for professional and technical personnel,with a view to providing countermeasures and suggestions for the construction and development of police technical police teams in the public security organs of J City.New breakthroughs in service efficiency have been made.This paper focuses on the problems and deficiencies in the current incentive system of the public security organs of J City,and then analyzes the reasons for the problems from the aspects of institutional mechanism defects,historical reasons,management bias,and economic level constraints,and then proposes improvements.The current proposal of the incentive system measures mainly proposes a V-shaped roundabout development channel based on the "double ladder theory" to improve personnel management.At the same time,it emphasizes thecomprehensive use of multiple incentive mechanisms including material incentives,emotional incentives,moral incentives,and cultural incentives.Use the most practical means to stimulate the police technical police in the public security organs of J City. |
