Science and technology is the engine of innovation and development of public security work.It is the growing point of cultivating combat effectiveness.It provides strong support for improving the informatization,intelligence and modernization level of the public security force.With the rapid development of modern science and technology,the relationship between public security work and science and technology is constantly deepening: on the one hand,the deep integration of network,informatization and intelligence will promote the transformation from traditional police service to modern intelligent police service.On the other hand,upgrade of crime patterns and methods brought by technological progress requires the rapid transformation of scientific and technological achievements such as Internet of Things,cloud computing and artificial intelligence into the actual combat capability of public security.As a fresh force providing technical support and guarantee for public security work,the police technical personnel even only account for less than 10% of the total number of the public security forces,the knowledge capital and professional quality they have are of great significance to adapting to the current situation of scientific and technological progress and promoting the high-quality development of public security work in the new era.Nevertheless,during the construction and development of the public security team,police technical personnel have long been mixed managed with other police for a long time,which although improved by the reform of classified management of the people's police,however,there are still obstacles to the realization of personal development goals of police technical personnel in public security organs,contradicting to the requirements of public security organs for the continuous improvement of police technical work in reality.As a result,the job satisfaction of police technical personnel decreases and their perceived organization support is not strong,and even police technical personnel finally choose to resign or transfer their jobs.Resultantly,police technical posts being insufficiently attractive and loss of police technical personnel for long term will inevitably affect the stability of the public security team and the improvement of police work efficiency in the long run.Therefore,it is extremely urgent to strengthen the research on occupation guarantee for police technical personnel and promote the classified management of public security organs.Reform is forced by problems.In 2015,Ministry of Public Security required classified management of the people's police in Opinions on Framework of Comprehensively Deepening the Reform of Public Security.Since then,Ministry of Public Security started the pilot work of post sequence reform of police technical personnel in 2016,and began to promote it nationwide in 2018,so as to clarify the definition and category of police technical personnel and break the inherent management mode of public security organs.However,in the specific process of implementing the reform policy,since the policy content still needs to be adjusted in the management process,the construction of occupation guarantee system that starts with the reform of post sequence of police technical personnel and is consistent with the professional characteristics of police technical personnel needs to be further strengthened.Recognition and enthusiasm of the majority of police technical personnel on the reform still needs to be improved.If the research for ensuring the implementation of reform policies will not be strengthened,the effect of the reform will be affected.In this study,taking comprehensively deepening the reform of the public security system as the background,selecting police technical personnel of the public security organ as the research object,and combining with the specific requirements of the classified management reform of the people's police of the public security organ,aiming at the practical problems existing in occupation guarantee of police technical personnel,the career development theory is studied to define the main principles of constructing the occupation guarantee system for police technical personnel.Meanwhile,based on career management model,it's attempted to find out the integrating point between the development needs and goals of public security organs and police technical personnel,and promote the deepening development of the reform of occupation guarantee system for police technical personnel.Hopefully,this study can serve as a modest spur to contribute to the research on occupation guarantee of police technical personnel in China's public security organs,providing a theoretical basis for the decision-making of relevant government departments,and a certain theoretical reference for comprehensively deepening the reform of public security system and the reform of occupation guarantee system of public security police.
