Shandong Province Prison Enterprise Management Research

With the development of China's economic society and the construction of a socialist society ruled by law,the "supervisory and enterprise integration" management system formed for a long time in China's prisons has become an obstacle to the healthy development of prison enterprises and the construction of new modern prisons.In 2008,the Ministry of Justice officially launched the reform of the national prison system.It has been more than ten years since then.The reform of the prison management system has achieved remarkable results,and some new problems have also emerged.Especially after the separation of supervision and enterprises,prison enterprise management encountered some new challenges.Therefore,how to improve the management of prison enterprises is of great significance in the new historical period.The thesis is divided into six parts: the introduction part mainly clarifies the research background and research significance of the thesis,introduces the research status at home and abroad,the research ideas,research methods and deficiencies of the paper;the first part mainly focuses on prisons,prison enterprises and The concept of prison management system reform is defined,and the public product theory and new public management theory are explained to lay the theoretical foundation of the thesis;the second part reviews the historical evolution of Shandong prison enterprises and analyzes the current situation of Shandong prison enterprise management;Taking the L prison in Shandong Province as an example,the three parts analyze the problems existing in the management of prison enterprises and analyze the reasons.Among them,the main problems are: incomplete separation of prisons and enterprises,inadequate guarantee of prison funds,the emphasis on efficiency over reform of prison enterprises,and limited development of prison enterprises.The reasons for the problems are: unreasonable establishment of prison supervision institutions,imperfect prison funding guarantee mechanism,unclear division of prison functions and prison enterprise functions,lack of legal protection for prison enterprises,and backward management level of prison enterprises;the fourth part analyzes the management of foreign prison enterprises.What advanced experience and enlightenment;Part V proposes specific countermeasures to improve the management of prison enterprises on the basis of the first four parts,including continuing to promote the separation of prison enterprises,improving the mechanism of prison funding guarantee,clarifying the function positioning of prison enterprises,and accelerating the legal construction of prison enterprises 3.Improve the management level of prison enterprises.
