Research On The Financing Problems And Countermeasures Of My Country's Social Insurance Funds From The Perspective Of Marx's Subjective View Of The People

The people are the subject of practice,the people are the subject of history and the people are the subject of value.Social insurance provides the most basic life guarantee for the masses of the people,and can satisfy the masses' good wishes of having old-age support,medical treatment,industrial injury,childbirth and unemployment insurance.It is an effective way to promote the free and comprehensive development of the people.The social insurance fund is the material basis of social insurance,which has a crucial impact on the good operation of social insurance.In this paper,based on Marx's people subject,adopts the literature method,survey method,theory with practice,and methods of case analysis,through sorting at present our country social insurance fund of the main problems in the financing,and draw lessons from foreign experience,to explore how people's subject in Marx horizon,through a concrete and effective measures to increase social insurance strategic reserve,find suitable for China's social insurance fund raise countermeasures,to boost the sustainable development of the social insurance system,thus optimizing the allocation of compensation structure,and promote social fairness,achieve the goal of maintenance of the broad masses of people's fundamental interests,It also plays an important guiding role in alleviating social contradictions and building a harmonious society.After the founding of the People's Republic of China,with the change of The Times and the rapid development of the economy,China's social insurance fund financing system is also in constant innovation,and in different periods of different characteristics.It not only reflects the history of the boost,but also reflects the contemporary innovation,and in the continuous revision and improvement gradually tend to systematize,rule by law,specialization.From the perspective of Marx's view of people's subjectivity,the main problems facing the financing of social insurance fund in China are as follows: first,the legal system of financing is not perfect,which weakens the authority of governing according to law.The main performance is that the social security fund collection and payment legal system is not sound,the social security fund supervision legal system is not sound,the enterprise punishment system is not comprehensive;Second,the main role of financing is weak,lack of governance for the people's service consciousness.The main performance is that the supervision of the relevant government departments is notenough,the employing units are not strict in fulfilling their obligations,the service consciousness of the agencies is weak,and the insurance individuals are not strong in participating in insurance.Third,the financing channel is single,to weaken the initiative.The main performance is to raise funds in the form of solid,single source of funds,individual insurance level choice single.This paper holds that,from the perspective of Marx's subjective view of the people,three measures can be taken to improve the financing of China's social insurance fund.One is to improve the social security fund collection and payment law,improve the social security fund supervision law,improve the social security dispute handling law to strengthen the legal construction of financing,to maintain the status of the people's power subject;The second is to enhance the financing subject education and safeguard the status of the people's rights subject through enhancing the responsibility consciousness of the government's supervision,publicizing and educating the legal consciousness of the employing units to fulfill their obligations in accordance with the law,enhancing the service consciousness of the people's supremacy of the agencies,and cultivating the self-protection consciousness of the insured individuals.Three is to through the "tax" generation "fee" to change the social security fund-raising mode,promote and recruit social donations,sets up index system of multiple individual insured under the class,such as measures to broaden the financing channels,give play to the role of people's practice subject,to help increase the social security fund strategic reserves,and optimizing the allocation of compensation pattern,promoting social justice,promote the general people's fundamental interests is maintained.
