Demonstration Reach On The Enforceable Legislation Of The Local Laws And Regulations

Compared with the quantity of other current effective local laws and regulations in our province, the quantity of the enforceable legislation is larger. It is both the extension of the superordinate laws and the mainstream of the local laws and regulations of our province. Therefore, the reseach on the current situation of the enforceable legislation has a double meaning that is to test the implementation of superordinate laws in the local legislation and to mostly reflect the quality of the legislation of the local laws and regulations in our province.This paper takes comparative study on making concret analysis of "Jiangxi Provincial Urban-rural Planning Regulations" from the structure and the content of legislation. Based on the case type research, the author ulteriorly analyzes the existing problems in the enforceable legislation and their root causes. In order to consummate the enforceable legislation, the author puts forward some concrete ideas on the basis of practical operation, in accordance with the course of the legislative procedure, focusing on submitting, deliberation, voting and other major links. In spite of the restricted view in this paper, it is expected to be beneficial.
