Research On The Optimization Of The Service Functions Of Sub-district Offices In My Country

Sub-district office is the main bearer of urban grass-roots governance,directly facing the masses,to serve the masses as the main functional orientation.But in the actual operation,the sub-district office is busy to complete the tasks assigned by the superior,and to some extent becomes the executive organization of the district government and its functional departments,and the service function is squeezed and weakened.This paper discusses the causes of this situation,such as the unclear legal position of the sub-district office,the imbalance of power and responsibility,and the unreasonable personnel structure,and puts forward corresponding countermeasures and suggestions on how to optimize and upgrade the service function of the sub-district office.Taking Qingdao C Sub-district Office as the research object,this paper examines its function structure and actual operation,and analyzes the problems existing in the service function of C Sub-district Office and the reasons for its formation.From the perspective of comparison,this paper discusses some representative optimization models of street office service functions,such as the street centralization model in Nanjing,the revocation street office model in Tongling City,Anhui Province,and the strengthening street model in Beijing.Based on the field investigation,this paper concludes that the problems and causes of the service function of C subdistrict office are vague function orientation,lack of service function,poor coordination with departments at all levels,serious restriction of power and responsibility,unreasonable personnel structure and service consciousness(b)Insufficient,etc.As far as C sub-district offices are concerned,they play an irreplaceable role in grass-roots management and service,and their development trend should be optimization rather than simple revocation.For a series of problems in its operation process,it should be targeted to solve,constantly optimize its service functions,and return to the sub-district office to serve the grassroots people.Specifically,we should clarify the functions of the street office,guarantee the service function as the main function;change the relationship model between the superior functional departments and the street office;strengthen their own construction,implement performance appraisal;reconstruct the legal system of the street office,clarify the location of the responsibilities of the street office;stimulate the vitality of the grass-roots units,and make sure protect multiple yuan to participate in governance,etc.
