Reflections On The Function Orientation Of City Street Office

City subdistrict office locates in the base of Chinese government and carries the fundamental functions of municipal management. Now, its properties, status and functions have changed dramatically since the establishment of it. With the development of economy and society in city areas, some problems come in city subdistrict office.This thesis studies the function reforms of the city subdistrict office in China. To begin with, we first show the meaning of municipal management. Then we investigate some related research works in this field.In the second part, we study the history, function changes and current status of city subdistrict office in China as the research background. And some basic theories in public service and city management are investigated.In the third part, this thesis studies the current status of city subdistrict. Some problems of the "two-level government, three-level management" system are discussed. Then we discuss the necessary of function reforms of city subdistrict office. Some reform orientations has been given, which include "subdistrict office to big community" system and achievements derived from foreign countries.In the fourth part, taking the Zhongshanmeng subdistrict office of Xi’an as an example, we study the problems shown in the procedure of municipal management. The reasons have been analyzed and some advices for improvement have been proposed, which are to accelerate the construction of legal system, to improve the relationship of city government, subdistrict office and community, to promote the internal reform of subdistrict office, to cultivate non-profit community organization, to innovate the financial system and to perfect the management mechanism examination.
