Carrying out after-school services for primary and middle school students is an important measure to promote the healthy growth of students and help parents solve the difficulties of picking up students on time.It is also a livelihood project that further enhances the ability of education services and gives the people a greater sense of gain and happiness.In 2017,the General Office of the Ministry of Education issued relevant guidance opinions on the provision of after-school services,requiring that primary and secondary schools take active actions based on actual situations,make full use of the school's advantages in management,personnel,venue,and resources to carry out after-school services for primary and secondary students.The Chongqing Municipal Education Commission also issued a notice on the implementation of relevant policies in Chongqing in the same year,but the overall after-school service work is still in the exploration stage,and some difficulties and problems will inevitably be encountered during the implementation of the policy.This study selects N District of Chongqing City as the research scope,selects some primary and secondary schools,teachers,and parents of students as the research objects.It collects relevant data and data through literature review,questionnaire surveys,field visits,interview surveys and other methods to summarize N District The main problems in the implementation of the after-school service policy are analyzed based on the Smith model,and the feasible countermeasures and suggestions for solving the problems are proposed.This research is divided into four parts:The first part is introduction.It mainly includes the reason for choosing the topic and the significance of the research,a review of related research at home and abroad,and clarifies the research ideas and methods.The second part is the definition and theoretical basis of after-school services.It mainly defines the concepts of basic education,after-school services,extra-curricular training institutions,and policy implementation,introduces the Smith policy implementation model theory used in this research,and discusses the applicability of this theory to this research.The third part is a survey of the implementation of after-school service policies for primary and middle school students in N District,Chongqing.Through literature searching and sorting,the current policy content related to after-school services in N District of Chongqing City was sorted out,and questionnaires were used to survey parents and interview staff and teachers related to after-school services in schools.Post-service policy implementation status is analyzed.The fourth part analyzes the problems existing in the implementation of after-school service policies in N District,Chongqing.Based on the Smith model,it provides after-school services to primary and secondary schools in N District from the aspects of policy content,main body,target,and environment.The problems in the implementation of the policy were analyzed,and it was found that there are mainly unclear legal definitions of after-school service safety responsibility,the main body of the after-school service supervision responsibility and the assessment mechanism,and the school did not control the details of after-school service work.There is a blank space in time,the form of after-school service content is single,the situation of student families is quite different,the “outsider” consciousness of the student family is dominant,the funds required for policy implementation,and the lack of human resources.The fifth part is the countermeasures and suggestions for the existing problems in the implementation of after-school service policies in N District,Chongqing.According to the problem analysis summarized in Section 4,combined with relevant advanced experience in other regions,raise questions from aspects such as improving the content of after-school service policies,guiding the implementation subject to effectively implement after-school service work,strengthening the sense of responsibility of the implementation objects,and further optimizing the policy implementation environment Countermeasures and suggestions.The sixth part is the conclusion of the study.This part reviews and summarizes the full text,and puts forward the feasible direction of future research,so as to provide reference for the in-depth study of other scholars.
