In recent years,the problem of pick-up arrangement caused by early school leaving in the afternoon of primary school students and late work of supervisors is a "3:30 problem" of general concern in the society.From its causes and influence,the "three point and a half problem" relates to the field of education and people's livelihood in modern society,which is also the part that affects the vital interests of the people.Only by properly solving the "three point and a half problem" can students' healthy growth and education equity be fully realized,so how to properly solve this problem has become the focus of attention of all sectors of society,and the government should pay attention to it From the perspective of policy,this paper puts forward the solution path,and adopts the form of providing after-school service in primary and secondary schools,that is,after-school trusteeship service to solve the time conflict between parents and students after work.This form can not only ease the conflict caused by time dislocation,but also take this opportunity to improve the quality of education,and improve the tension between time conflict and education effect.But the formulation of the policy does not mean that the problem can be "decided".The vitality of the policy lies in the implementation,which is the key link in the policy process.Therefore,it is necessary to study and analyze the specific implementation of the after-school service policy.This research takes the implementation of after-school service policies in primary schools as the research theme,mainly adopts research methods such as interviews and questionnaires,and uses Smith's theoretical model as the analytical framework to conduct empirical investigations on the implementation of after-school service policies in S primary school.The main logic is Through empirical investigation,we found out the problems in the implementation of after-school service policy in S Elementary School,and based on the four elements of the Smith model,analyze the cause of the problem and find out the optimization strategy to promote the implementation of after-school service policy to achieve good results.This study found that the policy implementation process has the ambiguity of the policy itself,the single form of service supply for the implementer,the differentiation of the target group and the implementer's interest demands,the heavy burden of teachers and the difficulty of guaranteeing their rights,etc.,combined with the Smith model from the policy itself Analyze the causes of the above-mentioned problems in four aspects: the executive body,the target group,and the execution environment,and propose the following optimization paths for policy implementation: strengthen regulations and further improve the security system related to student after-school services;strengthen the target group ' s recognition of the policy;improve Various systems for after-school services;enhance the collaboration and cooperation capabilities of implementing agencies,and explore new models of after-school services.
