Research On The Problems And Countermeasures Of Non-motor Vehicle Traffic Management In Shanghai From The Perspective Of Holistic Governance

The non-motor vehicles are always the key point and pain point on solving city traffic jam.Shanghai,as the super huge city in the world,meanwhile,with the fast growing of logistics distribution industry&mass of migrant workers,make illegal behaviors of non-motor vehicles becomes much higher and turns to chronic in traffic renovation.The management department of traffic gradually realized through serval years on exploration and practice that it's not enough to catch the actual needs only depend on the publish&execute laws.Improving public governance environment,optimize management,and with the new technical devices will be very necessary.And it's the only way to keep and improve the non-vehicles traffic behaviors,standard orderliness and security on city traffic.Shanghai,the economics,finance,logistics and culture centers of China,involves huge population and completely transportation infrastructure.But with the invasion of immigrants and migrant workers,the quantity of non-motor vehicles also growing and expand fast.High efficiency&quick rhythm peoples looking for,on the other hand,non-motor vehicles making troubles on traffic orderliness,that's disharmony for building beautiful city.The article starts with the problems of non-motor vehicle traffic management in large and medium-sized cities both domestic and abroad,finding the realistic meaning of public management theory,expounds the problems of non-motor vehicles in urban traffic.Such as the contradiction between the continuous development of management needs and the lagging of legislation,the contradiction between illegal consequences of non-motor vehicles and illegal costs,the contradiction between traffic development and road planning,and the contradiction between law enforcement costs and law enforcement benefits,etc.Secondly,drawing on the successful governance experience at domestic and abroad,this paper makes an in-depth analysis of the origin of non-motor vehicle traffic management problems in Shanghai,and studies the effectiveness of excellent management experience and governance methods in similar domestic cities such as Shenzhen,Macao and other developed countries such as Korea and the Netherlands.Finally,in light of the above analysis,the paper puts forward appropriate countermeasures and suggestions for improving Shanghai's non-motor vehicle traffic management from three aspects:giving full play to the leading role of the government,strengthening the management of non-motor vehicle traffic sources and giving full play to the positive role of individuals and society.
