In February 2019,the Hong Kong SAR government proposed to amend the Fugitive Offenders Ordinance in order to make up for the absence of the "transfer of fugitives" agreement between Hong Kong and the mainland,Macao and Taiwan.This proposal subsequently triggered a great discussion in Hong Kong Society and aroused a series of social opposition movements,and finally degenerated into a social riot which hit the bottom line of "One Nation,Two Systems" under the collusion of local and external anti-Communist forces and anti-Chinese forces.The reason of an amendment event evolved into a social riot is rooted in the fact that two kinds of core contradictions in Hong Kong society have never been solved.One is the contradiction of ideological confrontation in understanding "One Nation,Two Systems",the other is the contradiction brought about by the widening gap between the rich and the poor due to the unfair social distribution.Understanding regional affairs depends on the reports of the mass media.The media forms a unique reporting framework and presents multiple attitudes by "selecting" and "highlighting" social realities.In order to make a better text comparison,this study takes newspapers in mass media as the research object,collects the relevant reports of three mainstream newspapers in mainland China and two market-oriented newspapers in Hong Kong during the period from February 14 to October 23,2019.Then introduce Gamson's "interpretation package" analysis model and establish a framework analysis matrix.The analysis found that the three mainstream media in the mainland adopted the framework of "One Nation,Two Systems",focusing on the negative impact of illegal violence jointly produced by the internal opposition forces and external Anti-China forces in Hong Kong during the Ordinance-Amending Storm,citing high credibility sources,using tough political discourse and emphasizing that "One Nation,Two Systems" is the bottom line that must be adhered to.The Oriental Daily of Hong Kong uses the citizen framework to construct a panorama,which shows the position and actions of the administrative,legislative,judicial,political groups,citizens and other subjects related to the Ordinance-Amending Storm.Oriental Daily,with its pungent language,is good at using historical and dramatic metaphors to hold the SAR government,officials and politicians accountable and critical.Using an economic framework,Star Island daily focuses on how the riots have damaged Hong Kong's economy,weakened Hong Kong's unique position,caused social disruption,and the spread of violence on campus has harmed Hong Kong's future.The differences between the mainstream media in mainland China and the market-oriented media in Hong Kong are related to the different news systems of their respective societies,while the differences between the two market-oriented media in Hong Kong are related to their respective positions in the media political pedigree.Through the analysis,it is found that the mainstream media in the mainland lag behind other media in the reporting period,the report discourse is difficult to get rid of the propaganda thinking,the report content is more important than the conclusion and less logical,which makes the external communication effect discount.Therefore,it is suggested that the mainstream media in the mainland should pay attention to the forward-looking,balanced and diversified reports in the reports of similar events,present multiple public opinions in an inclusive attitude,guide the audience to conduct rational discussions,and build an objective and comprehensive media environment.As for the mainstream media in the mainland,how to build an objective and comprehensive media environment through reporting,promote the common understanding between the mainland and Hong Kong audiences,convey the voice in the international public opinion field and be accepted by overseas audiences,and how to achieve better communication effect is a long-standing problem to be considered.Studying the different reporting frameworks adopted by the two media for the same incident may help to find a way to solve this practical problem.
