the Beijing Volunteer Service Promotion Ordinance is a local regulation implemented in 2007,which is at the initial stage of China's Voluntary service legislation with its specific historical background.Since the implementation for eleven years,it has played a very important role in the construction of the legal system of voluntary service in Beijing,and the protection of the legitimate rights and interests of volunteers and the promotion of industrial development.However,with the continuous progress and development of society,the current regulation cannot fully meet the development tendency and needs of Beijing's voluntary services.Firstly,the legal environment of voluntary service has undergone tremendous changes.In 2017,the State Council implemented the Ordinance on Voluntary Service formally.The higher law has made comprehensive and clear provisions on voluntary service.The relevant legal norms need to be coordinated and linked accordingly.The Standing Committee of the Beijing People's Congress has clearly revised the Beijing Volunteer Service Promotion Ordinance.It is included in the legislative plan of 2018.On the other hand,the regulation are also faced with some problems in the implementation,such as the urgent need to integrate and optimize the legal norms of voluntary service,the absence of regulation on voluntary service work system,the urgent need to clarify the registration and filing system of voluntary organizations,the absence of regulation on the construction of voluntary service party,and the urgent need to increase regulation on the construction of voluntary service informatization.If these problems are not solved,it will be difficult for the regulation to play a real role in promoting the legislation of voluntary services.The changes in the legal environment and the problems faced in the implementation require the amendment.This paper consists of four parts,the first part is an introduction,which mainly describes the origin,significance and domestic research status of this topic;the second part elaborates on the basic situation of this research,including the reasons for choosing the Beijing Volunteer Service Federation as the research,the research process,and the research methods;the third part is the collation and analysis of the data.First,through the analysis of the existing regulation and the higher law in terms,the main problems of this survey are identified.Then,the situation of the survey is sorted out and analyzed,and the problems faced in the implementation process are found.The fourth part puts forward some specific suggestions on revising the Beijing Volunteer Service Promotion Ordinance on the basis of the problems,combining with the actual situation and referring to relevant laws and regulation.From the point of view of local legislation of Voluntary service in Beijing,through investigation,data collation,and analysis,this paper puts forward specific suggestions for the revision of regulation,aiming at providing some research support for promoting the legalization of voluntary service in Beijing.
