| Ever since Donald Trump came in power,he has put the reform of WTO on an important agenda.He has repeatedly expressed his dissatisfaction with issues within the world trade organization such as the dispute settlement mechanism,promoting trade negotiations,position of developing countries,transparency of WTO rules and China's "unfair" trade practices etc.and calls for a disruptive reform.What's more,he even once threatened to quit WTO,the post-war multilateral trade system established by the United States in accordance with its own rules.Therefore,this thesis aims to analyze whether the Trump administration's basic position on WTO is improving the current framework or rebuilding a new trade order by abandoning the existing and to conclude that Trump administration prefers the former.This thesis consists of four chapters.The first chapter introduces the background of the Trump administration's WTO policy making and argues that the reform of WTO is imminent.The second chapter mainly discusses the position of the Trump administration on the WTO reform.Through this chapter,the author believes that the Trump administration's position on the WTO reform is to make it a "puppet" of the United States.The third chapter analyzes the internal logic of the Trump administration's WTO policy from two aspects by using the two-layer game theory to verify the argument.The fourth chapter analyzes the possibility of the Trump administration's withdrawal from the WTO.The author believes that it is difficult for the Trump administration to withdraw from the WTO concerning both its practical needs and institutional constraints.Through the research of this thesis,the author believes that the Trump administration's WTO policy is not isolated from its trade policy.Therefore,when we examine it,we might as well combine it with the current protectionism of the United States,so as to help China deal with the trade bullying of the United States in the future and promote WTO reform with the international community. |
