The International Emergency Economic Power Act is a law enacted by the United States in 1977 that grants the President of the United States broad powers to manage various economic transactions during a state of emergency.With every revision,the president's authority as stipulated in the bill has been greatly expanded and has always existed as a core economic sanctions tool for the President of the United States.The first chapter of this article traces the origin of the International Emergency Economic Power Law and reviews the background of the law.The second chapter focuses on the main contents of the international emergency economic power law,including the major revisions and the characteristics of the practical application of the law by the president of the United States;the third chapter involves the judicial interpretation of IEEPA and relevant judicial cases;In the last chapter,based on the background of the current Sino US trade war,the author analyzes the possibility of the Trump administration using the law to impose economic sanctions on China,and takes the U.S.limitations on Chinese high-tech enterprises represented by Huawei as an example to analyze the specific procedures and sanction options that the U.S.can resort according to the IEEPA.The conclusion part discusses the Countermeasures China can take in the face of the more competitive and confrontational China policy of the United States.
