The Creation Of The International System And The Enhancement Of China's International Influence

Sates' international influence is an essential guarantee for safeguarding national interests and giving full play to their national strength.Since reform and opening up,China's national strength has been advanced by leaps and bounds and is developing with each passing day.However,there is still a big gap between China's international influence and its strength.In order to realize the “Chinese Dream” of national rejuvenation and contribute to the “World Dream” of building a community with a shared future for mankind,China needs to enhance its international influence.At present,the main four ways to strengthen international influence are improving the power of voice,participating in global governance,optimizing the international image and creating international institutions.And the main point of these ways is to stress international institutional influence.Due to the closure and limitation of the existing international system,China's rise is facing serious institutional dilemmas that is hard for China to enhance its international influence inside the system,therefore,it is necessary to enhance China's influence by creating new international institutions.By analyzing the motivations and practices of China's international institutions creation,this essay concludes the general law of its practices.At this basis,it further points out that the leading factors,design of institutions and creation effect are three major factors that affect the effects of international institutions creation,which will provide some reference for China to participating in the establishment of international institutions creation and to enhance its international influence.This article is divided into three parts.The first part briefly introduces the institutional dilemmas confronted by China's rise and explores China's appeal to increase its international influence from both international and domestic aspects.From the domestic level,China has proposed the Two Centenary Goals which requires a harmonious and stable developing environment realized by the improvement of international influence.While,from the international level,the impact of anti-globalization wave and the realization of UN Sustainable Development Goals has put forward the requirement of China's shouldering more internationalresponsibilities.And it is important to improve its influence so as to match its national strength.Because of the closeness of the existing international system,the creation of international institutions has become an important way to stress international influence.The second part introduces the practices and effects of China's creation of international institutions.Through analyzing,China's creation of international institutions mainly includes three forms: agendas setting,norms construction and establishing new international institutions.And it displays three features which are strategic,representative and open.Based on this,the essay has explored factors that affect the results of international institutions creation.Combined with the above analysis,the third part takes the Asian Infrastructure Investment Bank(AIIB)and the BRICS New Development Bank(NDB)as examples to verify factors influencing the effect of China's international institutions creation,providing some suggestions for China to create international institutions and to improve international influence more effectively.
