Research On The Status Quo, Evaluation And Countermeasures Of Hohhot's Primary Legislative Contact Point Participating In Local Legislation

The decisions made at the Fourth Plenary Session of the 18 th Communist Party of CPC Central Committee point out that improving the mechanism for soliciting legislative opinions from local people's congresses,establishing a system of community-level legislative contacts,as well as refining law-making process are the key of a more scientific democratic and lawfully legislative process,a process more abide by law.This work reveals the current situation of the contact points of grassroots legislation by introducing theoretical basis of the establishment and development of the contact points of community-level legislation,and achievements and problems while getting delivered on the ground.The evaluation index system of grassroots legislative contact points is an important reference and a powerful tool for the primary-level work legislative contact points.A scientific and reasonable evaluation index system not only can reflect the actual operation status of the contact points of grassroots legislation,but also put forward related countermeasures and suggestions on how to implement the next future work scheme.At present,the evaluation of the grassroots legislative contact point still remains in the initial phase.Considering the status condition of Hohhot grassroots legislative contact point,as well as on the basis of existing research results,this work forms an evaluation index system for local primary-level legislative contact points.This thesis objectively evaluate the nine selected primary-level legislative contact points in Hohhot,and point out the problems in the management of primary-level legislative contact points.Moreover,several specific suggestions and countermeasures are proposed to promote the development of grassroots legislative contact points in a favorable direction.
