An Analysis Of Singapore's Political System From The Perspective Of The Interaction Between The Elite And The Masses

Singapore is one of the world's paragons of good governance,with outstanding governmental performance.Meanwhile,during more than half a century institutional construction,Singapore has developed unique meritocracy and grass-rooted organizational systems different from the west.The behavior and interaction of individual subject in micro sense is the deep foundation of the operationof political system in macro sense.And institutions,series of rule and mechanism,are important variables of political system regulating its operation.So,in this paper,I further down into the underlying foundation of political system,to examine how Singapore's elite management system and the grass-rooted organizational systems affect the behavior and interaction of the elite and the masses,two primary micro political subjects.By doing so,I want to know more about the relation between those two unique institutions,to analys the operational modes,procedure mechanism,the architectural function,utility of the country's political system influenced by the institutions,and to open up a new perspective for Singapore's outstanding governmental performance.Different from the western representative democracy,which uses periodic political election,a a single and weak method as the connection between the elites and the masses,and which overuses competition mechanisms causing poor performance of its political system in multiple links.Learning from the advantages of western representative democracy,Singapore bas been optimizing and exploring its system based on the country's own characteristics.On the whole,Singapore values the role of both elites and mass,and utilizes it by the mean of functional division in the whole political system.On the one hand,elites play the roll of political decision-making giving full play to its rational value.On the other hand,elites interact with the mass in the informal political field,and lead them to participat in political life normatively and effectively.In the specific political field of elite management and the construction of grassroots organizations,Singapore explores and applies multiple rules and mechanisms to regulate the behavior and interaction of elites and the mass based on the human nature in reality.In terms of political elite management,by limited competition mechanism combined with conception-shaping,Singapore applys an efficient performance management to its public officer,and the country explores a variety of institution for checks and balances within the system.The country has builded a centripetal force in both Individual public officer,People's Action Party and even the entire country's political elite level.In this way,the potential and rational value of the elite have been greatly stimulated and applied,the function of the political system in formal decision-making and execution have been greatly enhanced.and the country has created a efficient government in the long-term.In terms of the construction of the national grass-roots system,Singapore has built a huge grass-roots organization and a system of parliamentarians' contact with the masses.The institutionalized organizational structure coordinating with the institutionalized interaction mechanism,the country has built a unique and good national relationship between elites and the masses ing the informal grass-roots field.With assistance from grass-roots organizations,DAP MPs interact and communicate with the public through multiple channels frequently,and parliamentarians may also choose proper communicating way to enhance the effect of interaction according to the characteristics of masses,interaction scenarios,and functional targets.Though the establishment of Singapore's grassroots system,the value of public participation has been better realized.Not only can the needs of people at all levels be better met,the people can oversee and restrict the elite effectively,and the functions of the political system have been effectively enhanced in multi-links.Singapore's elite management coordinating well with grassroots system,the institutions jointly shape a good interactive relationship between country's elite and the public.The value of both the elite and the public is well realized,and so the overall function and utility of the country's political system is enhanced to ensure the country's outstanding governance performance.
