Self-governance is the most important government institution in the rural areas in China. The election of the villager's committee is the key part of the institution and also the means to fulfill it. There are differences in practice and participating enthusiasm among areas. Then, which elements affect the degree of villagers'participation in the election of the committee? This thesis uses analysis frame of process-event to analyze the effect of non-institution elite, institution elite and skeleton governments with their gambling tactics on the degrees of the participation of the farmers during the election. Part One of the thesis introduces the background, research status in quo, theory and practice of the research. Part Two is about factors which affect the degree of participation in election and the instauration of gambling system. Part Three is about how the gambling system affects the election of the villagers with some cases. The last part is the conclusion: the farmers'enthusiasm will be activated either when the non-institution elites are well organized in the election or when the institution elites are dissatisfied by villagers. The villagers'enthusiasm will be depressed when the governments illegally control the election. But the villagers'enthusiasm also will be greatly activated when the skeleton governments'control exceeds the limits of their limits.
