Research On The Function Mechanism Of Primary Party Organizations In Shanghai Public Higher Vocational Colleges

The grass-roots party organization in colleges and universities is the battle fortress to carry out the spirit of the higher party committee and the decision-making intention of the party committee in colleges and universities.However,in practice,grass-roots party organizations in public vocational colleges are difficult to play their roles effectively.From the perspective of public administration,this paper studies the function mechanism of grassroots Party organizations in Public vocational colleges in Shanghai from the perspective of administrative organization and organizational system theory.This paper divides the function mechanism of grassroots party organizations in colleges and universities into organizational culture construction mechanism and system construction mechanism.It also analyzes the cultural construction mechanism of the grass-roots party organizations from the aspects of cohesion,identity and support,and the institutional construction mechanism of the grass-roots Party organizations from the aspects of human capital cultivation,rules and authority construction.In C vocational college as a case study,found that C vocational college to the basic work in accordance with the requirements of the next higher party organization to carry out the party at the grass-roots level,but in terms of the mechanism of action of grass-roots party organization also has many problems,in terms of organizational culture construction,form the traditional unattractive undermines cohesion build mechanism efficiency;However,the construction mechanism of sense of identity and degree of support is not effective enough.In terms of the mechanism of system construction,the leadership team of grass-roots party organizations is structurally unbalanced,the characteristics of student groups change,and the professional level of organization workers is not high,which leads to the predicament of the human capital of grass-roots Party organizations.In the construction of rules and authority,there are mainly problems of formalism and system idling.At the present stage,we should also strengthen the organizational culture construction mechanism and the system construction function mechanism,bring into play the cohesion function of the grass-roots Party organizations in higher vocational colleges by organizational construction,and strengthen the leadership ability of the grass-roots Party organizations in higher vocational colleges by institutional construction.At the same time pay attention to practice innovation to expand the vitality of the grass-roots party organizations in vocational colleges.
