Since entering the 21 st century,the informatization construction of public security departments in China has developed rapidly.According to incomplete statistics,by the end of 2019,public security departments across the country had hundreds of categories of information and trillions of pieces of information,reaching the scale of EB.At the same time,new information is being generated and gathered at an ever faster rate.At present,the annual growth rate of information held by the public security department is more than 50%,which is faster than ever before.The information held by the public security department involves people,events,objects,organizations and cases,and some of them are DNA information of high-risk people.The so-called DNA information of high-risk persons refers to the DNA information of those who have a high possibility of committing a crime or have committed a crime but have not been found and confirmed,and need to pay attention to.By using this information,we can dig out the hidden connections and relationships,which is of great reference value for maintaining social stability,preventing and combating crimes,and assisting command decision-making.However,how to safely,legally and effectively use these massive information to prevent information leakage has also become a major problem facing the overall management of the public security department,which is worth further exploring.In this paper,literature research,questionnaire survey,comparative research,interview,systematic analysis and other methods are adopted,and the integral governance theory is applied to conduct an in-depth study on the optimization of internal standardized Management of DNA information of high-risk personnel in wenzhou public security department.This paper argues that wenzhou city public security bureau of high-risk groups of DNA information internal standardization management work has established the basic system specification,work also to make the big progress,but look from higher goals and requirements,there are the following: expanding the scope of the object of information collection lead to citizens at random DNAinformation leakage risk,information is not completely legitimate use,data storage and keeping owe strict,work target and the choice of means there is a certain deviation.The reasons for the above problems are as follows:no comprehensive organization and management system has been established;rules and regulations are still lacking or poorly implemented;all departments and units operate independently;insufficient attention has been paid to the legitimate needs of privacy protection of citizens;and the technical means of information security protection is backward.Finally,based on the useful experience of internal standardized management of citizen DNA data in police departments in the United States and the United Kingdom,this paper puts forward suggestions to improve the internal standardized management of DNA information of high-risk personnel in wenzhou public security department.First,it is essential to maintain and promote social harmony and order.Strike a balance between cracking down on illegal crimes and protecting citizens' privacy.Work objectives and means of realization are unified.Second,all parties in the public security system work together.Relevant functional departments cooperate with each other,and all work links are included;Third,improve rules and regulations and strictly implement them.The Measures for The Management of DNA Information of High-risk Personnel in Public Security Departments have been formulated to hold violators seriously accountable.Fourth,strengthen supervision and restriction.Establish a special information security supervision organization,based on the prevention of plugging loopholes;Fifth,work hard to enhance the staff's information security awareness.Strengthen publicity and expand educational channels;Sixth,make use of the latest scientific and technological achievements to achieve accurate and efficient management.A BIG data platform for DNA information of high-risk personnel was established,and real-time intelligent monitoring terminals were adopted to carry out whole-process supervision.
