Research On The Function Optimization Of Comprehensive Intelligence Department Under The Background Of Public Security Major Department

At present,the comprehensive deepening of public security reform is progressing steadily.As an important part of this reform,the public security major department brings about the adjustment of institutions and the integration of functions.In this context,conducting research on the function optimization of the comprehensive intelligence department is conducive to discovering and improving the problems existing in the current functions of comprehensive intelligence department and promoting the healthy development of comprehensive intelligence work.The research goal of this paper is to put forward the function optimization strategies of the comprehensive intelligence department under the background of the public security major department.The main content includes four parts.The first part is the introduction,explaining the research background,research significance,research status and other related issues.The second part is an overview of the functions of the comprehensive intelligence department.Through the literature research method,the concept of the major department,the public security major department,the comprehensive intelligence department,and the function of the comprehensive intelligence department is defined first,and the relationship between related concepts is analyzed.Then it introduces the elements of holistic governance theory and the relations among the elements,and demonstrates the guiding significance of holistic governance theory to the comprehensive intelligence department,and considers that holistic governance theory is suitable for the research on function optimization of the comprehensive intelligence department,and can provide analysis angle and optimization thought for the current research on function of the comprehensive intelligence department.The third part is the analysis of the function of the comprehensive intelligence department.First of all,on the basis of field research,the H public security bureau intelligence center is taken as an example to summarize the current status of the function of the comprehensive intelligence department;Secondly,from the perspective of holistic governance theory,this paper analyses the current status of functions,and finds that there are function conflicts with other police categories;inaccurate orientation of intelligence service;hindered integration of internal information resources and difficulties in deep-seated intelligence sharing and collaboration.Finally,the causes of the problems are analyzed from four aspects: governance means,governance objectives,governance foundation and governance guarantee.The fourth part is the function optimization strategies of the comprehensive intelligence department,which is also the foothold of this paper.On the basis of the above-mentioned research,this paper puts forward the function optimization strategies of the comprehensive intelligence department under the background of the public security major department,which includes four main optimization directions: unifying the functions of the department,resolving the function conflicts with other police categories;sticking to the goal orientation,taking the intelligence service as the core function;consolidating the foundation of governance,carrying out the integration of information resources;strengthening governance guarantee,promoting intelligence sharing and collaboration and the specific implementation path of each direction.
