Research On The Security Of Public Information In Smart Cities From The Perspective Of Comprehensive Risk Management

Construction of a new type of wisdom for the future city,Shanghai adapt to lead the global information technology revolution,to speed up the implementation of the new wave city "four modernizations" fusion of important measures,is the Shanghai construction "five centers" effective support.Sound intelligent city public information security system is the cornerstone of the strong and orderly progress of smart city construction.Based on the wisdom of city under the background of information security management and security,on the basis of literature research at home and abroad combing analysis comprehensive risk management framework to build wisdom city construction,public information security model,in three dimensions: target dimension elements,the main body dimension and the dimension,and according to this model analyzes the Shanghai wisdom city construction,public information security status,difficulties and reasons,puts forward the suggestion to solve the path.In the past five years,the construction of smart city in Shanghai has achieved fruitful results,and the public information security system has been preliminarily formed.But under the background of accelerating wisdom city construction,due to imperfect system planning,the lack of overall coordination,lack of laws and regulations support,open public information sharing too fast and too deep,the absence of active management,excessive dependence on management service outsourcing,"closed" orientation of traditional security technology is not enough to cope with new risks,users under the background of informatization moral defense is not strong,safety consciousness literacy is not strong,the Shanghai public information security from a single point to multiple,from internal to external,from fixed to mobile,from partial to full of problems and challenges,have not form a sound,healthy and orderly pattern of public information security.Explore reasons,both the vulnerability of global emerging information technology development,China's overall public information security environment is not optimistic,such as the external environment,and Shanghai can't completely avoid security risks,such as key technology rely on internal environment reason,also has the research perspective,management responsibility to carry out the poor,three-dimensional,their weaknesses such as the lack of standardized comprehensive security reasons.After referring to relevant experience of foreign countries and analyzing the actual situation of Shanghai,based on the model of public information security in the construction of smart city,this paper proposes that the goal dimensions are government leadership and active response,technology application and synchronous management in parallel,comprehensive and critical coordination,open and Shared needs and security.The main dimension is to build a comprehensive public information security system;The factor dimension is the countermeasures for strengthening the public information security guarantee from three aspects,such as strengthening the whole process of public information security technology guarantee and building a good orderly environment for the public information security guarantee of the whole society.
