"Being an official but not doing" is a negative political phenomenon that has existed since ancient times."Being an official but not doing" has a specific political environment background,especially referring to the fierce medicine in the Party Central Committee since the Eighteenth National Congress Under the high pressure of anti-corruption and heavy fist,the negative political phenomenon that has gradually become prominent in the officialdom and seriously harms the political ecology.This phenomenon has gradually attracted the attention of academia and become a research hotspot.First of all,this article starts from both positive and negative aspects,and combines with the specific political background since the 18 th National Congress of the Communist Party of China,explains the specific meaning of "doing nothing for officials",and discusses the "framing for officials" with the help of political behavior model analysis framework For the logic behind this kind of political behavior and its concrete manifestations in political attitudes,political goals,and political behavior,it also analyzes the new characteristics of "doing nothing for officials" since the Eighteenth National Congress.On the basis of conceptual understanding,this article starts with the basic theory of governance "doing nothing for officials" and provides basic theoretical support for the research of this article,including behavior-motivation theory,responsible government theory and public administration theory.Secondly,after exploring its related concepts and basic theories from the perspective of political science,this article analyzes the generation logic of "doing nothing for officials" since the Eighteenth National Congress from the perspective of political ethics.This logic contains three levels,namely social ethical factors at the macro level,institutional ethical factors at the meso level,and individual ethical factors at the micro level.Specifically,social ethical factors mainly include the high-pressure anti-corruption situation since the Eighteenth National Congress of the Communist Party of China,the very state-supervised media public opinion supervision and the immature civic political participation environment;institutional ethical factors include the system loopholes lacking in fault-tolerant and corrective mechanisms,and the supervision accountability system The lack of restraint and the lack of effectiveness of the promotion and incentive system;personal ethical factors mainly include the negative fear of lack of ability,the fear of responsibility and the traditional bureaucracy of maintaining private interests.Finally,this article starts from the experience summation and lessons of domestic and foreign positive and negative reflections,combined with the above generation logic analysis from the perspective of political ethics,and puts forward the governance strategy of "doing nothing for officials" in the new era.On the basis of experience with positive value,this article mainly selects more successful and distinctive governance cases at home and abroad,mainly including the typical governance experience of Shanxi,Guangdong,Singapore and Finland at home;on the reflection of lessons with negative value,This article mainly selects the Kuomintang and the Communist Party of the Soviet Union as examples,analyzes the dismal outcome of the loss of political power,and sounds the alarm for "doing nothing for officials" for comprehensive policy management in China.Combining the above analysis,the fourth chapter of this paper proposes the governance strategy of the problem of "doing nothing for officials" in the new era from the three aspects of macro,meso and micro.Mainly include: optimizing the political environment and cultivating a good social ethical ecology;improving the political system and providing a comprehensive system of ethical guarantees;shaping political psychology and cultivating personal ethical endogenous power.
