As a normative framework to maintain the international society,the institution has always been an important analytical tool concerned by the English school.International system,international society and world society are the three core concepts of the English school,while pluralism and social solidarity are two normative preferences of the English school,which constitute the basis of the English school's institutional research.The primary Institution of the English school is mainly manifested as a profound,evolved and historically constructed social structure in the international society.The exploration of the institution by several generations of scholars of the English school has promoted the continuous development of the primary Institution research.The main contents of the primary Institution thought of the English school include the hierarchy and function division of the primary Institution,the normative preference of the primary Institution,the international society,the world society and the primary Institution.Among them,in terms of a hierarchy,the English school scholars could be divided into primary and secondary Institutions,and the primary Institution is divided into main institution and the derivative institution,mainly including membership in terms of functional division,authority communication configuration and the agreement of property rights,restrictions on the use of force,the sanctity of the five functions;The two normative preferences of the first institution,namely the preference of pluralism and the preference of social solidarity,contain different lists of institution respectively.The type of international society and the connotation of world society are respectively related to the content of the primary institution.The primary Institution reflects the uniqueness and innovation of the English school,and the thought of the primary institution also provides a new perspective for institution research.The primary institution is the carrier of establishing international order,and the change of the primary institution also reflects the evolution of the international society.However,the thought of primary institution also has inherent defects in the way of layer-function division and the relationship between primary and secondary institution,and the thought of primary institution inevitably has the color of eurocentrism.Therefore,we need to have a dialectical and comprehensive understanding of the thought of primary institution of the English school.Nevertheless,the thought of the primary institution provides new inspiration for Chinese scholars to study theinternational institution and has important reference value for exploring the relationship between China and the international society.By examining whether China accepts the primacy institution in the international society and placing China in the normative structure of the contemporary international society,it can provide an interpretative path for the relationship between China and the international society.
