Research On The Governance Of China's Online Car-hailing Under The Background Of Multi-subject Participation

In recent years,under the impetus of Internet,big data and other innovative technologies,sharing economy as a new economic form has been rapidly popularized.As an important attempt of sharing economy in the field of urban transportation,the development of the industry provides a feasible path in promoting the transformation of national economy,alleviating environmental pollution,solving employment and so on.At the same time,it also has the risk of subverting traditional industries,challenging regulatory frameworks and causing unstable labor relations,which has aroused widespread controversy in society.In the strategy choice of the governance of ride-sharing,there are differences among countries,regions,cities and so on,resulting in different governance results.Ride-sharing governance involves government,enterprises,society and other pluralistic subjects.In this context,in view of China's ride-sharing governance issues,we carry out in-depth research.From the vertical dimension of the development of China's ride-sharing process,it was divided into the embryonic stage,crazy expansion stage and rational development stage.Combined with the three aspects of governance theory,regulation theory and self-organization theory,this paper constructs an analytical framework that includes five governance strategies: no regulation,government surveillance,prohibition,establishment of rules and construction of cooperative network to analyze the governance strategies adopted by the government in different development periods of ride-sharing.Combined with the actual situation of China's ride-sharing governance,this paper expounds the current situation and achievements of governance from the aspects of governance body and its responsibilities,governance content and governance effect.Based on the background of multi-subject participation,it is found that in China's current ride-sharing governance,there are problems such as the lack of legitimacy of ride-sharing governance policy,too empirical governance mode of government,lack of corporate social responsibility on the platform,and insufficient participation of social forces in the four aspects of law,government,enterprises and society.The main reasons for the problems in the governance of ride-sharing are the imperfect legal system,the lack of innovation in the concept of ride-sharing,the complexity and difficulty in coordinating the interests of ride-sharing,the lack of motivation for platform enterprises to assume social responsibility,and the unsound mechanism of social participation.On this basis,putforward the corresponding countermeasures.
