This thesis focuses on the issue of political governance in Iraq after the war,explores the model of political governance in Iraq from the perspective of multiple subjects,and deeply analyzes the reasons for the failure of political and political governance in Iraq.As a typical late-developing democracy,Iraq presents the characteristics of participating in the country’s political governance process with multiple subjects of international society,government,and civil society coexisting.This article is divided into four chapters,the main contents are as follows:Chapter One reviews and sorts out the background of political governance in Iraq.The construction of a nation-state is the foundation of Iraq’s political governance.This article takes the Iraq War as the boundary line in the construction of the Iraqi nation-state,and explains the formation and development of the Iraqi nation-state and the establishment and political practice of the principle of separation of powers and checks and balances in post-war Iraq.In the process of advancing national governance,Iraq has seen three levels of governance crises in the political field,including political operations,institutional rules,and ideological recognition.At the level of political operation,Iraq faces problems of low government efficiency and serious corruption;at the level of institutional rules,Iraq’s imperfect legal system has led to the lack of national governance,and the operation of the parliamentary system and federal system has led to an intensified trend of national secession;at the level of conceptual recognition,Iraq has a state.The contradiction between identity and national identity,and the difference between pan-Arabism and Iraqi nationalism.The second chapter mainly explains the formation and development of multiple subjects in the process of political governance in Iraq.At the level of the international community,the United Nations intervenes in Iraq’s political governance through the UNDP and the political establishment and ministry’s agencies in Iraq.As an extraterritorial hegemony,the United States has successively intervened in the political governance process of Iraq through the Coalition Management Committee and the International Development Agency.The Iraqi government is the core of political governance,but the Iraqi government is faced with the lack of political authority and the decentralization of power between the central and local governments under the federal system.As a multi-ethnic country,the ethnic characteristics of Iraqi civil society have been continuously strengthened and manifested in the form of political parties and interest groups.At the same time,Iraqi civil society organizations are also constantly developing,which has profoundly affected the changes in the structure of Iraqi civil society.The third chapter explores the actions of multiple subjects participating in the political governance of Iraq.The diverse entities in Iraq have adopted a variety of governance methods in response to the governance crisis.The international community,represented by the United Nations and the United States,has continuously strengthened its intervention in Iraq’s political governance.It has implanted Western governance models into the process of Iraq’s political governance through financial and technical assistance,ignoring the adaptability and localization of governance models and intensifying them.The trend of political division in Iraq.The Iraqi government carried out governance actions at the three levels of political operation,institutional rules,and ideological recognition.However,due to the choice of immature governance methods and the obstacles of ethnic forces,governance actions were difficult to carry out effectively.With the development of ethnic groups and civil society organizations,Iraqi civil society is characterized by vertical and horizontal divisions.Iraq’s Sunnis,Shiites,and Kurds have a decentralized focus on Iraq’s political governance.Civil society organizations express political demands through protests and other methods and participate in the political governance process.The fourth chapter analyzes the effects and reasons of Iraq’s political governance.This part introduces quantitative data such as the "World Governance Index" to study the effects of post-war Iraq’s political governance,draws the conclusion that Iraq’s political governance has failed,and proposes that the choice of non-autonomous governance models has accelerated the imbalance of relations among the diverse governance entities in Iraq,and concentrated Performance differences,low-level interaction,and neglect of identity crisis governance have led to the failure of Iraq’s political governance.Finally,the conclusion part proposes that Iraq’s multi-subject governance actions have not resolved the political crisis in Iraq.Iraq needs to promote cooperation among multi-subjects to establish a relatively unified and consistent national governance system to achieve effective governance.This part further discusses the applicability of the case,and proposes that Iraq,as a typical representative of a late-developing governance country,has its political governance crisis and its multiple governance model choices,and the choice of governance paths in similar countries has enlightenment and reference significance.
