Research On The Current Situation,Problems And Countermeasures Of Shenzhen Pingshan New District Community Governance

Community is the entrance and focus of urban grassroots governance.The grass-roots communities are the key point to city's benign operation and sustainable development.Since the 18 th Congress of the CPC,the central government has made a series of deployment to promote the grassroots governance,the provincial government has made an overall arrangements for the grass-roots management system reform,the municipal government has been also actively exploring the grass-roots management system innovation.All of them emphasize building a new mechanism of multi-governance subjects participation of community,forming a new pattern of grassroots governance,which is under the leadership of the Party,with responsibility assigned to the government,assistance of society,participation of the general public and legal guarantees.Pingshan New District took the opportunity of the general election of Community Party Committee and Community Resident Committee in 2014,promoting grass-roots management system reform,taking the lead in breaking the‘four in one'community management subjects pattern,which contains the community party committee,the community residents committee,the community workstation,the community stock cooperation company.This process has achieved the separation of enterprise from administration and community,laying a solid foundation to further the grass-roots management system reform.The separation of enterprise from administration and community has promoted the role remolding of community governance subjects,initially shaping a new pattern of community multi-governance.The reform of the separation of enterprise from administration and community,as a successful experience in Pingshan,has wide application in the whole city,that Longgang District and Dapeng New Distirct both rushed to follow the step,producing benign radiation effects.However,the role definition of multi-governance subjects afterward is still in groping stage,complicated issues confronted remain unsettled,such as how multi-governance subjects collaborate,how safeguard mechanism run,how nomocracy basis provide,how people's demands satisfy,how management system work,and so on.As the bellwether and vanguard of deepening reform of the grass-roots administration system,Pingshan District has an obligation to work things out.This thesis strives to lucubrate the situation of Pingshan community governance,sum up the experience and achievement of its community governance innovation,analyze its problems and causes,try to put forward countermeasures and suggestions of improving its community multi-governance,explore an effective administration route,and systemize its community governance with abundant connotation.This thesis attempts to provide a reference for the grass-roots governance innovation and structural reform acceleration,make it generalized,completed and penetrated.
