| Sports lottery is the lifeline of sports in China.In recent years,the sports lottery in Nanjing has developed steadily,the scale of sales outlets has grown gradually,and the sales volume has increased year by year.It has contributed a lot of social and public benefits to the development of sports in our city,but at the same time,it has exposed many inadequacies and problems.For example,there have been cases such as "819 major failures of the city","problems of people in Liuhe Area District","cases involving gambling in Wutaishan Sports",and even higher-level cases such as "abuse of power by the former head of the national sports lottery center" by the state-level civil servants.These cases and phenomena not only have a serious impact on the people’s life and social stability of the city,but also To some extent,it damages the social credibility of sports lottery in China.Therefore,from the perspective of promoting the healthy development of sports lottery in Nanjing,studying and learning from the advanced management experience of foreign lottery industry is of great significance not only to Nanjing,but also to the rapid,stable and healthy development of sports lottery in China.This paper first describes the origin,development process,achievements and the current situation of Sports Lottery Management in Nanjing and China.Then,based on the national 13 th five year plan,it adopts comparative analysis,literature and interview methods,The main problems in the management of sports lottery in Nanjing are as follows: some outlets sell lottery illegally,the cost of issuing sports lottery is too high,the public image of the government is not concrete and the management means of team building are backward.After that,I studied and learned the research results of domestic and foreign scholars in the field of sports lottery management and the advanced experience of the United States,Britain,France and other countries in lottery management,Combined with the theory of government regulation,the theory of responsibility lottery and the theory of sports lottery development,it is proposed that the lottery management in Nanjing should develop towards the direction of improving the management of issuance and sales,clarifying the management direction of public welfare fund and optimizing the team building mechanism,in order to make the sports lottery in Nanjing develop towards the national public welfare of responsibility,trust,healthy and sustainable development in theory and practice The development of lottery provides guidance and suggestions. |
