Research On Telecommunication Network Fraud Management

With the development of China's economy and the continuous progress of Internet communication technology,people enjoy the convenience brought by Internet communication,at the same time,the new illegal crime of telecommunication network quietly endangers our lives.Among them,the telecommunication network fraud,because of its rapid development,wide-ranging crime space and fast changing crime means,has exploded in just a few years,posing a great threat to people's property security and social stability.In response to this situation,in 2015,the State Council approved the establishment of the inter-ministerial joint meeting system for combating new illegal and criminal activities in telecommunication networks.Taking the joint governance mode to strengthen the fight against telecom network fraud,and achieved some results.However,due to the continuous renovation of the technical means of telecommunication network fraud,as well as the non-synchronization of the public governance policy with the social economy and the development level of Internet communication,it has been difficult to eradicate telecommunication network fraud under the high-pressure situation.Based on the theory of synergetic governance and weak relationship,this paper,through literature research,comparative analysis,case study,interview and other research methods,will deeply investigate the current situation of Nanjing telecom network fraud governance,find out the reasons that affect the efficiency of Nanjing telecom network fraud governance,and draw lessons from the successful governance experience of domestic and foreign telecom network fraud,To solve the problem.Through the analysis of the current situation,characteristics and governance of Nanjing telecom network fraud,it is found that the current governance of Nanjing telecom network fraud has achieved certain results,but there are still problems in governance subject,governance mechanism,technical means and legal protection.In terms of governance subject,the single governance pattern led by the government has not fundamentally changed and lacks the participation of mass social groups;in terms of governance mechanism,the lack of coordination among governance subjects leads to low efficiency;in terms of technical means,in the face of changing forms of telecommunication network fraud,no new technology has been introduced to counter telecommunication network fraud.In terms of legal protection,the speed of legislation lags far behind the needs of practical governance.In view of this situation,by referring to the successful experience of the United States,Germany and other countries with more mature governance models,as well as the governance experience of the effectiveness exploration adopted by Shenzhen and Guangxi regions in China,this paper puts forward suggestions from the source of industrial attack,strengthening legal protection,building cooperative governance mechanism,and combining multi-agent governance,so as to find solutions to the nationwide comprehensive governance of telecommunication network fraud An effective way to cheat a dilemma.
