With the constant expansion of college students enrollment, thespeed of development of high education has accelerated significantly, andthe overall size of high education has showed an upward trend. Thenumber of college students gradually achieves a historic breakthroughand high education has gone into the "popular" stage of education. Alongwith the expansion of college students scale, the number of poor collegestudents is increasing. According to statistics, in2009there are527million students from poor families which is23.06%in total and166.1million students from especially poor families which is7.27%in total inthe national colleges. As more and more people pay attention to thisspecial group—poor students, the problem of poor college students hasbecome the important issue for social concern, and it is also a livelihoodproblem which is related to the development of higher education and thesteady of the whole society.In order to ensure poor students going to school successfully, theParty and the state, society and universities have established andimproved the scientific system whose gist is "award, loan, help, fill,diligence, and free".On the basis of it, the state has drawn up a series ofpolicies to help their study and life. However, there are some weak linksin the process of implement. The paper is from the perspective of theeducational fair. By making an investigation of the poor students of TibetUniversity, the paper obtains the statistics about the National Award ofgrants, work-study, tuition remission, poor subsidies, green channel dataand so on. What's more, we make analyses about the fundamental stateand the current situation of poor students of Tibet University. Comparedwith other universities and combined with the actual situation, the paper learns from their practice and then puts forward correspondingcountermeasures and suggestions.
