Since China’s reform and opening up, our government and the whole society show highly concern on the financial aid for poor students in colleges. In order to ensure that the students from poor families could fulfill their college study successfully, our government has made a series of financial aid policies, like National scholarship, National scholarship for encouragement, National scholarship for aid, National loans for Student from local areas, Work-study Program, Difficulty Aids, Tuition Waiver, National policy of the Green Channel and so on.Adopting the method of case study and comparative study, we extract the data of the subject-specific achievement and the scholarship through the method of random sampling among the students from several schools, and by the horizontal and vertical comparison of study and scholarship, we discussed the expenditure performance made by the present financial aids. That is, whether it’s favorable to improve the enthusiasm in study and their specific scores. From the collection and analysis of the sample data, we can see that poor students always do better than those from better families in the overall study and scholarship. What’s more, they have more serious attitude towards study. However, seeing from the vertical comparison, there remains a steady level in the improvement of their study and capacity among most poor students. Considering the lack of enthusiasm in study, we have to improve the expenditure performance made by the present financial aids. Therefore, we can promote it through enlarging the ranges of various scholarship for poor students, strengthening the power in financial aids, combining financial aid with study factors, expanding the donation from society.
